Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for children in Jordan include both camp-based (Zaatari, and Azraq camps) and urban-based refugee assistance (Mafraq, Ramtha, Irbid).

The IRC’s educational interventions strive to help children and youth gain valuable skills and knowledge that will increase their opportunities and life chances and contribute to their well-being and livelihood. The IRC supports formal and non-formal learning activities that lead to tangible learning outcomes in literacy, numeracy, socio-emotional learning, and marketable skills and promotes the protection and psychosocial well-being of conflict-affected children and youth. 

Project Background:

The Early Grade Education Activity “named ASAS” is a five-year joint venture of the four National and International consortium partners including the International Research and Exchanges Board (IREX), the International Rescue Committee (IRC), Change Agent for Arab Development and Education Reform (CADER), School to School (StS), and Development Gate (DG). This activity is funded by United States Agency for International Development (USAID). The overarching goal of the project is to work at the national level to raise the standard of pre- and in-service teacher education and to enhance fundamental and socioemotional abilities in Kindergarten through Grade Three throughout the Kingdom of Jordan. ASAS seeks to strengthen the early-grade education system on several fronts through close collaboration with the Government of Jordan, including enhancing the standard of pre-service teacher education and in-service teacher professional development, enhancing the early-grade curriculum and teaching and learning materials (TLM).

Objective: 20 days

The primary objectives of this consultancy service are:

Objective 1: To map, review and evaluate Parental Engagement Programs within the Ministry of Education's Community Engagement programs. The goal is to enhance these programs, including related guidelines, specifically targeting early-grade education (KG2-G3). Additionally, the project involves developing technical tools that incorporate evidence-based standards, aligned with the 5-point learning framework[i].

Objective 2: The consultant is required to conduct Key Informant Interviews (KIIs) and Focus Groups Discussions (FGD) to gather data on the implementation of various Community Engagement Programs (implementation aspects). The aim is to identify areas for improvement and enhance their effectiveness.


The consultant will develop a clear and comprehensive plan outlining all tasks to be executed, including specific deadlines for delivering the outcomes.

The consultant will collaborate with the IRC's Jordan ASAS team and the IREX technical team to achieve the following deliverables:

Preparation

·Develop an inception report that serves as a roadmap for managing the entire evaluation process. It should outline clear processes and steps to serve as a reference for the consultant, the ASAS Jordan team, and other relevant stakeholders. The inception report should cover the project, including but not limited to:

-Introduction: Outline the purpose, objectives, and scope of the evaluation

-Best practices and effective strategies for community engagement activities both within and outside the school environment. This includes engaging parents in their children's learning and creating avenues for children to voice their opinions and experiences.

-Methodology: Define the evaluation criteria and detail key questions, indicators for measuring results, evaluation design, methods for data collection and analysis, sample and sampling design, and any limitations of the evaluation.

-Desk review supporting the development of tasks and tools.

-The evaluation design matrix provides a summary of the evaluation process, outlining what aspects will be evaluated and the methods for data collection and analysis for each question.

-Design the methods for Key Informant Interviews (KII) and focus group discussions, including the selection criteria for participants, the questions to be asked, and the overall approach for conducting these sessions.

-Workplan: detailing the tasks, key deliverables, responsible parties, and the timeline for evaluation activities and sessions.

-Annexes: Documents reviewed, intervention’s Logical framework for the Draft data collection instruments used in all activities, and the Terms of reference for evaluation.

Note:

·Before commencing the consultancy, the consultant will meet with the task force to gain a deeper understanding of this consultancy and community engagement programs and receive guidance.

·The task force will evaluate each deliverable produced by the consultant, and their feedback and comments must be considered in accordance with the agreement with IRC.

-Propose suitable venues and schedules for conducting the sessions.

-Specify any necessary resources or procedures required for the implementation.

Qualifications

Consultancy Requirements:

At least master’s degree in education, or any related field.

Experience in mapping and analyzing gaps related to community engagement or any other relevant education field.

Familiarity with Jordan's education sector, particularly in early grades, and experience collaborating with various stakeholders within the sector. Deep understanding of community engagement practices.

Understanding of Jordan's education sector, particularly in early grades, and experience collaborating with diverse stakeholders within the education sector. Profound knowledge of community engagement practices.

Solid grasp of Ministry of Education (MoE) processes and regulations. Previous working with MoE is preference.

Strong research and data analysis skills are crucial for reviewing documents and conducting meetings with key stakeholders.

Good communication skills.

Experience with Social Emotional Learning (SEL) will be considered an added value.

Payment Schedule:

Payment will be made upon the approval of activities and deliverables. Approval will be granted by the Curriculum and Community Engagement Coordinator at the IRC Jordan office.
