 This is to announce that the Amman delegation has a vacancy for a Legal Advisor at the Legal Unit in Amman.  

 PURPOSE OF THE POSITION

Under the direct supervision of the Head of the Legal Unit, the Legal Adviser advises the ICRC delegation in Amman on issues related to International Humanitarian Law (IHL), International Human Rights Law (IHRL), and national law. Contributes to formulating and achieving delegation objectives. Participates in the annual planning and budget exercise and monitors implementation and promotion of IHL and IHRL locally.

MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES

-    Protection: Analyses the situation and legal developments and provides guidance on the applicable national and international legal frameworks and norms about Protection activities mainly in the fields of refugee rights, Protection of Family links (including the missing), and detention. 

-      Performs independent research on and analysis of specific legal issues as well as broader sectors of the national and international legal systems.

-      Contributes to the briefing, training, and coaching of staff on the existing laws, regulations, and judicial procedures.

-      Provides the delegation with any developments in national or international law that affect the ICRC field of work.

-      Supports the implementation of prevention and protection-related objectives of the delegation.

-     Supports IHL and IHRL dissemination activities directed at specialized audiences and the public at large. Supports the development of a mapping of the key State organs, international organizations, development agencies, and other relevant actors to Prevention and Protection activities.

National authorities including the National Committee of the IHL (NCIHL)

-     Supports Legal Advisor 2 in maintaining an effective network of actors of influence within the Jordanian authorities.

-     Maintain relations with the National IHL Commission (NCIHL) and provide technical expertise when needed.

-     Contributes to, implements, evaluates, and updates the Delegation's strategy on engagement with the National IHL Commission (NCIHL).

Academic circles

-     Maintains and strengthens relations with academic circles linked to legal questions and IHL promotion and implementation.

-  Coordinates and supports the organization of key IHL academic events such as the academic roundtable(s), IHL role play, and moot court competition, and formulates new forms of engagement with the academic circles.

 

Skills, Qualifications and Profile:

·   University degree in law

·   Master's degree or specialization, including in a discipline of public international law.

·   Admitted to the bar an advantage.

·   Fluent command of English and Arabic.

·   Computer proficiency.

·   1–3 years working experience in a similar function, within or outside the ICRC, including in government or the judicial sector.

·   Confirmed teaching/dissemination experience.

·   Legal drafting experience

·   Good knowledge of IHL, IHRL, and domestic law (including criminal law) is required.
