Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

Under the supervision of the Lead Investigator within the Ukraine Field Presence, the incumbent is expected to support the UT in conducting and strengthening its investigative output, and support in operational activities pertaining to the Ukraine situation. In particular, the incumbent will:

  • Assist in building and strengthening a support network, building and maintaining relationships with various external stakeholders, including with local organizations, civil society groups, Ukrainian diaspora, and other relevant local/regional networks in furtherance of field investigations;
  • Acting in support of field investigations, including helping to arrange local interviews and other evidence collection activities, liaising with other witness protection or operations staff;
  • Coordinating field logistics in support of the investigation process, working with the operations team, to ensure the timely and effective movement of personnel throughout the mission area through direct deployment on field missions;
  • Supporting field investigations under the supervision of the lead investigator, conducting initial identification of potential sources and witnesses, filing contact reports and notes as per the team’s and the court’s policies and procedures;
  • Providing support during interviews, including by applying country knowledge, language and other skills to facilitate and build rapport with witnesses, victims, suspects or other relevant contacts, in addition to note-taking and record keeping as directed;
  • Supporting the processing of both digital and physical evidence collection in accordance with the courts processes and procedures, up to and including the collection of local open source reporting in Ukrainian and/or Russian, plus general media monitoring for lead purposes;
  • Providing real-time advice and guidance to the investigation on local cultural customs and norms, and provide guidance on local political activities;
  • Performs other duties as required.

QUALIFICATIONS AND EXPERIENCE

The incumbent should have investigation experience combined with first-hand knowledge of the political, socio-economic and/or cultural aspects of Ukraine and the region; developed contacts with local/regional partners in the region is an advantage. Ideally, the incumbent would have resided for a significant number of years in the situation country.

Education:

Diploma of secondary education.

A diploma in criminal investigation or analysis from a law enforcement academy, is highly desirable. Relevant training investigation and/or analysis techniques and relevant investigative and/or analytical experience; and experience in criminal prosecution and investigations or investigations of serious human rights violations and/or cases in the local context in Ukraine, is highly desirable

Knowledge of Languages:

  • Fluency in either of the working languages of the Court, English or French, is required. Fluency in the other is considered a strong asset.
  • Fluency in Ukrainian and/or Russian is required.

General Information
