1. Talent Acquisition
Support HQ Directors in talent acquisition for senior roles in their teams, acting as primary HR focal point for such recruitments
Support the HR manager in recruitment planning, and in providing guidance to HQ hiring managers on the most appropriate selection methods and ensuring HR focal points are fully briefed on staffing needs and plans
Develop, utilize recruitment plans and tools to efficiently and effectively recruit and retain a diverse workforce to meet business needs
Contribute, under the guidance of the HR manager, to the development of a business partnering approach to ensure the highest possible level of service and client satisfaction, assessing and anticipating HR needs and maintaining an effective level of business literacy about business units’ objectives and plans
Provide advice and facilitate best practice in relation to talent acquisition
Monitor workforce status and trends
2. Compliance
Provide oversight, ensuring compliance by team members with existing policies, processes and best practices.
Act as primary resource person within the team of HR Associates and Assistants to answer questions on HR policies and processes, filter requests and escalate as needed to the HR Manager
Responsible for the pre-clearance of ICA amendments
Review and approve monthly payroll for HQ personnel
3. Team Coordination
Act as secondary supervisor of the HR Associates
In consultation with the HR Manager, coordinate the workload of the team members with the help of data analytics
Assess resources needs and make recommendations to the HR Manager to ensure optimal staffing
Coordinate the recruitment of HR Associates and Assistants, ensuring positions are filled and staffing gaps are kept to a minimum
Contribute to the engagement and provision of high quality results and services of the team of HR Associates and Assistants
Provide daily guidance to the team on HR policies and processes, ensuring they are briefed on policy and process changes
Foster empowerment and a high performance culture whilst role modeling UNOPS values
4. Process Efficiency
Coordinate the maintenance and further development of HR dashboards
Develop and maintain an efficient filing system in google drive for the team, making sure all relevant information is easy to access and up to date
Contribute to HR policy development and corporate HR initiatives by providing data on trends, risks and opportunities
Maintain an effective level of business literacy about the office and objectives and plans of the HQ business units, as well as the UNOPS HR strategy, policies and standards.
Contribute to the mapping of HR business processes and the establishment of internal Standard Operating Procedures (SOP’s) in HR management across HQ. Help the HR Manager develop procedures and practices that contribute to the enhancement and improvement of HR management and service provision in HQ.
Communicate HR policy changes and new HR initiatives to management and personnel, providing guidance as needed.
5. Knowledge Building and Knowledge Sharing
Coordinate the onboarding of new team members, ensuring they are fully briefed on HR policies and processes
Identify learning needs within the team and propose initiatives to address knowledge gaps
Support the HR Manager in the implementation of capacity development and knowledge building initiatives for the team.
Coordinate the collection of lessons learnt and dissemination of best practices within the team
Ensure the development and maintenance of HR analytic parameters and data.
Organize, facilitate and/or deliver training and learning initiatives for team members
Coordinate team’s collection of feedback, ideas, and internal knowledge about processes and best practices
Education/Experience/Language requirements
Education Requirements:
Advanced University degree preferably in Human Resources management, Business Administration, social or behavioral sciences.
A first-level university degree with a relevant combination of academic qualifications and two (2) years of additional experience related to the position may be accepted in lieu of the master’s degree.
High school degree with six (6) years of additional experience related to the position may be accepted in lieu of university degree
Experience Requirements:
A minimum of 3 years of relevant professional-level human resources experience in a major area(s) of human resources management (HR Contract Administration, HR Reporting, Learning and Development, Recruitment or Organizational Design or other relevant area of HR) in an international, public or corporate organization are required
Within these 3 years: -a minimum of 1 year of experience managing recruitments is required
UN/UNOPS experience required (1 year).
Prior supervisory experience required
Experience working in a multicultural setting is required
Proficiency in the usage of computers and office software packages as well as web-based management system is required
Language Requirements:
Fluency in English is required.
Proficiency in another UN language, such as French or Spanish, would be an asset.
