ORGANIZATIONAL CONTEXT

Mozambique, with an estimated population of 31 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster-prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuates a cycle of vulnerability and emphasizes the need for adequate disaster preparedness, prevention, and management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained countries in the world. Over the past decade, Mozambique has ranked amongst the top ten fastest-growing economies in the world, however strong and steady economic growth has not been translated into a proportionate reduction of poverty.

In mid-2020, a sharp deterioration of the humanitarian situation in northern Mozambique led to an estimated 1.3 million people needing emergency assistance. The Non-State Armed Groups (NSAGs) expanded their area's interventions, which resulted in the capture of several district capital cities and intensified violence. Following HC/RC's request, UNHAS Mozambique was established in December 2020 with one staff, operating one 19-seater Let-410 short take-off and landing aircraft to three main destinations. After March 2021, following the Palma attack, UNHAS got one additional Let-420 Aircraft on the ADHOC contract to support the humanitarian community in responding to the people affected by the conflict. 

JOB PURPOSE

To perform a range of coordination and administrative activities that contribute to the safe and effective air service to the humanitarian community. To deliver standard business support processes for a specific professional area of work, to facilitate effective service delivery.  

STANDARD MINIMUM QUALIFICATIONS

Education: Complete secondary education. University degree and/or additional training in a related area are an asset. 

Experience: (4) Four or more years of progressively responsible work experience in the relative business stream with experience in general administrative work. 
Language: Oral and written fluency in Portuguese and English. Oral fluency in the local languages spoken in Cabo Delgado is an asset. 

KNOWLEDGE & SKILLS

• Proficient in the use of office equipment and computer software packages, such as Microsoft Word.  
• Knowledge of work routines and methods in order to complete processes under minimal supervision.  
• Uses tact and courtesy to give and receive information to a wide range of individuals. 
• Ability to identify data discrepancies and rectify problems requiring attention. 
• Ability to offer guidance or basic on-the-job training to more junior staff. 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Assist agencies in registering as UNHAS users, providing guidance on required documentation, and facilitating vendor registration with the CO vendor team and registration with ATO/CATO for Takeflite.
  2. Manage cargo requests by booking through TF, share air waybills with users, and provide proof of delivery post-flight.
  3. Ensure timely sharing of manifests with Focal Points and base managers 24 hours before flights.
  4. Distribute tickets to passengers and focal points 24 hours prior to flights.
  5. Conduct passenger and cargo check-ins efficiently.
  6. Coordinate with field focal points before each flight for security and weather clearance.
  7. Collate all post-flight documentation to confirm flights have taken place and in compliance with established conditions.
  8. Update and maintain relevant databases and records, ensuring that relevant information is accurate, organised, accessible to others, and supports reporting requirements.
  9. Submit traffic forms to the briefing office for all departed flights.
  10. Prepare fuel reports every 10 days and share them with HQ.
  11. Notify take-off details (time, passengers, cargo onboard, estimated landing time) via telephone, SMS, or WhatsApp MVT group once the aircraft has departed.
