Mission and objectives

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Caribbean Small Island Developing States (SIDS) are located in some of the most disaster-prone regions in the world, and natural hazards and climate change severely affect the ability of the SIDS of the Caribbean to achieve sustainable development. The UN Women MCO programme on Strengthening Gender-Responsive Disaster Resilience in the Caribbean provides a comprehensive package for gender-responsive resilience, which focuses on rendering prevention, preparedness and response systems, plans and tools gender-responsive. The programme also supports targeted action to enable women, girls and unemployed unattached young men to withstand natural hazards, recover fully from disasters and increase their resilience to future natural hazards.

Context

All Caribbean countries have committed to the 2030 Sustainable Development Agenda. In 2016, eighteen Dutch and English-speaking countries of the region and Overseas Territories, along with six UN Country Teams (UNCTs) on which the Mult-Country Office (MCO) sits, namely Barbados & the OECS, Belize, Guyana, Jamaica, Suriname and Trinidad and Tobago signed onto the United Nations Multi-Country Sustainable Development Framework (UN MSDF). The MSDF defines how the UN and the Caribbean Community and Common Market (CARICOM) member states will jointly achieve the (Sustainable Development Goals) SDG and Development Results for the period 2017-2021. The MSDF has four (4) strategic priority areas, across which gender is systematically mainstreamed and integrated: · An inclusive, equitable, and prosperous Caribbean · A healthy Caribbean · A cohesive, safe, and just Caribbean · A sustainable and resilient Caribbean The MCO Caribbean 2022 -2026 programme builds on the work of the 2017-2021 Strategic Note with a focus on the Normative Framework (Proposed Outcome 1), Women’s Economic Empowerment (Proposed Outcomes 2 and 3), Ending Violence against Women and Girls (Proposed Outcome 4) and Climate Change and Disaster Risk Resilience (Proposed Outcome 5). All the Outcomes like the SDGs are interconnected and interrelated. The MCO will focus on Governance and Participation in Public Life. The programme will be implemented both at the regional and multi-country level. Under the supervision of the Planning and Coordination Specialist, based in Barbados, the Programme Analyst works with and provides support to the Programme Team, in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Analyst contributes to research and programme implementation including providing necessary operational, administrative, and programmatic support. The Programme Analyst works in close collaboration with the operations, programme, and projects’ staff in the MCO and UN Women HQs as required for exchange of information.

Task description

Under the direct supervision of the Planning and Coordination Analyst, based in Barbados, the UN Volunteer will undertake the following tasks: 1. Planning and ongoing support to the development of Gender and Human Rights Policies: · Supporting the Planning and Coordination Specialist, based in Jamaica finalise The Convention on the Elimination of All Forms of Discrimination against Women reports. · Supporting the development of Gender Equality Strategies. · Providing programmatic administrative support in the preparation of programme work plans, budgets and proposals on programme implementation arrangements. · Assisting with processes for consultancies, partnerships and procurement. · Supporting the coordination and implementation of activities-including stakeholder meetings, workshops, mission travels and events. 2. Planning and ongoing support to the implementation of the gender-responsive climate change and disaster risk resilience portfolio: · Supporting the Planning and Coordination Specialist, Climate change Disaster risk reduction based in Barbados by liaising with key stakeholders in Antigua and Barbuda to provide support in preparedness, response and recovery. · Supporting the roll-out of the Self Care Toolkit. · Working on the Early Warnings for All Initiative. · Drafting a Caribbean Humanitarian Assistance Strategy. · Assisting with processes for consultancies and partnerships. 3. Knowledge management, knowledge sharing and communication activities through: · Information management of programme and project materials. · Preparation of public information materials and briefing packets. · Assembly of briefing materials and preparation of PowerPoint and other presentations. · Identifying sources and gathering and compiling data and information for the preparation of documents, guidelines, speeches and position papers. 4. Collaborative activities between the Programme Unit and the Operations Unit by: · Providing administrative support in monitoring budget preparation, the payment of goods and services, and the review of supporting documentation for financial reports. · Undertaking all logistical, administrative, and financial arrangements for the organization of meetings, workshops, events, and missions. · Identifying and sharing best practices for good project management. 5. UN Women, MCO-Caribbean, and UN in Barbados processes, activities/events: · Participating in UN Women- MCO workshops, retreats, celebration days (International Women’s Day, etc). · Supporting inter-agency or other coordination activities with implementing and devlopment partners. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
