Background: Across two
refugee camps, Dadaab and Kakuma, and four counties (Garissa, Turkana, West
Pokot and Nairobi), the IRC implements programs in the sectors of health,
Nutrition, governance & rights, and women’s protection & empowerment,
Economic Recovery and Development, as well as providing emergency response
through a network of four field offices and a range of institutional and
community-based partnerships.
Job Overview/Summary:
The Recruiter is primarily
responsible for the recruitment function in the country program, the position
holder will work on the identification, screening, interviewing and referral of
candidates for potential employment with IRC Kenya Program. Working in
partnership with hiring managers, they will provide direction on sourcing
techniques, recruitment, hiring and tracking of all ongoing recruitment. The
Recruiter will be responsible for developing and maintaining a large network of
current and potential candidates for key positions and for working
collaboratively with other specialists, ensuring IRC Kenya can identify and
secure impactful / high potential staff in alignment with IRC’s Strategic
Ambitions, including the Gender, Equality, Diversity and Inclusion (GEDI)
action priorities. The Recruiter will also lead internal staff mobility and
support with workforce planning.
Responsibilities:
- Participate in the development,
planning, and implementation of recruiting activities designed to enhance IRC
Kenya’s' ability to attract and retain qualified candidates.
- Handle full-cycle recruitment process
and directly recruit mid-level to senior-level positions; develop candidate
rosters, employ innovative sourcing strategies, actively network and employ
innovative, creative recruiting methods to find competent and organizational
fit candidates and prospect for new opportunities.
- Review Job Descriptions when
submitted for advertisement for quality purposes.
- Form and maintain a collaborative
relationship with key internal teams at the country level including country
program HR staff and hiring managers, to understand their departments and
better understand their hiring needs and job specifications.
- Participate in planning and
proposal development processes, ensuring that staffing and management
strategies are realistic and reflective of the existing talent pool.
- Utilize local job boards in
counties, support in social media initiatives and apply innovative sourcing
methods to support recruiting objectives. Develop and release job postings on
platforms, such as social media and job boards with a focus on providing a
diverse candidate slate.
- Partner with universities,
colleges, peer agencies, among others to be able to source for qualified
candidates.
- Take on recruiting initiatives to
support the people and culture strategy while guaranteeing adherence to local
labor regulations and donor requirements.
- Provide an efficient and
high-quality experience for every candidate from application stage to offer.
- Screen resumes and prospects,
qualify, interview and handle candidates throughout the selection process from
prepping before interviews to assisting with final offer negotiation, including
a robust reference and background checks.
- Maintain a database of candidate
records, including active and passive prospects, hired and fired employees, and
other candidate relationships.
- Support in reviewing processes on
managing casual and volunteer workers within the IRC Kenya and support in
reviewing recruitment and mobility guidelines in the country program. Develop
country program capacity to attract and retain highly qualified candidates,
consistent with IRC’s GEDI objectives.
- Gain a deep understanding of IRC’s
programs and operations, in order to provide outstanding talent sourcing,
recruiting, and hiring in partnership with hiring managers.
- Create and maintain talent pools
and pipelines using IRC’s global Applicant Tracking System (ATS) – Cornerstone.
- Coordinate regular training for
hiring managers, and other HR recruiting staff.
- Maintain up to date recruitment
tracking records. As needed provide analytical reports on recruitment and
selection related data, metrics and trends on a regular basis to support in
decision-making, workforce planning and development.
- Responsible for handling internal
mobility for the Kenya Country Program in compliance with IRC Mobility Guidelines
and organizational best practices.
- Take an active role in workforce
planning for the country program. Resolving workforce demand and supply,
identify resource and proficiency gaps and develop workforce plans to address
the gaps.
- Responsible for maintaining
recruitment and selection panelists’ interview notes and administrative records
for each filled post in the country program.
- Additional responsibilities in the
remit of the role may be added according to the function.
Key Working Relationships
Position Reports to: Deputy
Director - Human Resources, Kenya Country Program.
Position supervises: Recruitment Associate.
Other Internal contacts: All staff and
departments within the Kenya Country Program.
Qualifications
- Bachelor’s /Post Graduate degree
in Business, Human Resources or related field.
- 5 years of experience with
recruitment and/or Talent Management.
- Member of Institute of Human
Resources and Certified HR professional.
- Experience working with an
Applicant Tracking System.
- Experience with handling internal
mobility.
- Experience working for an INGO is
an added advantage.
- Ability and willingness to travel
to the field sites.
- Strong management, coaching and
mentoring skills required.
- Strong organizational skills as
well as interpersonal skills.
- Ability to work in a fast
paced/changing, deadline-oriented environment.
- Solid presentation and interpersonal
skills and ability to convey information effectively
- Real interest in capacity building
and provide technical support and guidance to hiring managers and colleagues on
all recruitment and mobility matters.
- Experience providing trainings and
staff development is a plus
- Proven sense of professional
discretion, integrity, and ability to run situations diplomatically and to
effective resolution.
- Fluency in English is essential.
