Within the period of 2017-2020 the State Customs Service of Turkmenistan (SCST) supported by the United Nations Conference on Trade and Development (UNCTAD) and the Office of United Nations Development Program (UNDP) in Turkmenistan, successfully implemented a technical cooperation project to introduce ASYCUDA World, an integrated customs management information system developed by UNCTAD. The ASYCUDA project seeks to modernize customs procedures, facilitate the electronic declaration of goods, introduce a fully integrated customs tariff, improve monitoring, and control of transit operations, and implement modern risk management systems in accordance with international standards and best practices.

The UNCTAD Automated Customs Data System (ASYCUDA) is an integrated customs management system for international trade and transport operations in a modern automated environment.

On November 27, 2019, the State Customs Service of Turkmenistan and the United Nations Development Program signed a Memorandum of Understanding on cooperation for promoting innovation and updating customs procedures to achieve the Sustainable Development Goals (SDGs) in Turkmenistan.

Moreover, under the Concept of Development of Digital Economy of Turkmenistan for 2019 – 2025 , the second stage of this Concept implementation provides for introduction of Single Window mechanisms. Implementation of the Single Window approach for export-import operations will be an important contribution to the Program of the President of Turkmenistan on Socio-economic Development of the Country for 2019-2025 and the Foreign Economic Activity Development Programme of Turkmenistan for 2020-2025. 

In this regard, the SCST would rely on the implementation of a Single Window system based on UNCTAD and UNDP successful best practices in developing and implementation of Single Window systems and components compatible with operating customs information systems. One of the evident cases is the Electronic Certification Phytosanitary System (ASYCER) developed by UNCTAD with support of the Ministry of Economy of the Kingdom of the Netherlands.

This Project will help the SCST to configure and implement several “Single Window of Turkmenistan” systems/components in priority areas, including international trade, promotion of exportation, public health, environmental and food security. The project will contribute to strengthening participation capacity of Turkmenistan in international trade, further improving the business climate for participants of foreign economic activity (FEA) and raising the country's business and investment ratings.

The goal of this project is to ensure the effective implementation of the Single Window principle through simplifying and harmonizing interagency business processes, strengthening interaction between the State Customs Service of Turkmenistan and state control authorities (SCAs) engaged in control of import and export operations, promoting integrated monitoring and control of licenses, certificates and permits (LCP), implementing interagency risk management in the customs clearance process, strengthening capacity of Turkmenistan in the world, regional economic integration and international trade.

Under this project, UNDP and UNCTAD will provide relevant technical assistance and support to the SCST and SCAs to implement electronic LCPs in priority sectors of economy and further automate and modernize customs clearance procedures using the Single Window concept and building capacity.

Within the framework of the above project, the UNCTAD ASYCUDA Program provides technical assistance to the State Customs Service of Turkmenistan and provides support in the modernization and automation of customs procedures and the introduction of an automated customs and tax management system.

Advanced software applications are developed for customs administrations and the trading community in accordance with international standards in the implementation of procedures related to import, export and transit.

The implementation of the ASYCUDA project requires technical assistance in the field of ICT system implementation, ICT training and system maintenance.

Duties and Responsibilities
 
The main goal is to provide technical support to SCST team and ensure error-free operation of ASYCUDA system at the level of customs headquarters, regional offices and customs posts, and to help establish a user support service. The ICT Associate will report to the Project Analyst / Digitalization & Innovation and will work from the ASYCUDA Implementation Office located in the State Customs Service headquarters building (138 Archabil Ave., Ashgabat).

The ASYCUDA ICT Associate will assist and provide substantive support to UNCTAD and SCST under two areas of work:

Providing regular functions to facilitate the implementation of the ASYCUDA system:

  • Daily maintenance and administration of the ASYCUDA system to ensure its availability.
  • Refinement of ASYCUDA modules and development of new applications to improve the efficiency of the system, training of national staff in the technical aspects of working with the system modules.
  • Participation in solving technical problems related to information technology, equipment, viruses, system failures.
  • Preparation of design and technical documentation and technical user manuals.
  • Monitoring of the infrastructure of information computer technologies at the customs headquarters and at the places of customs posts.
  • Performing other technical support functions as needed.

Assistance in the compilation and analysis of data on the implementation of the ASYCUDA system:

  • Weekly reporting, testing, and tuning.
  • Assistance to the ASYCUDA Implementation Office in synchronization of statistical tables.
  • Performance of other technical tasks related to the development of statistical reports.
  • Training of administrators and end users of ASYCUDA to ensure the full functionality of the system and the independent work of specialists of the State Customs Service of Turkmenistan.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

ASYCUDA ICT Associate will report to the Project Analyst / Digitalization & Innovation and will work in close collaboration with Single Window (SW) Lead Technical Adviser and other functional teams.

ASYCUDA ICT Associate will be located at the ASYCUDA Implementation Office located in the State Customs Service headquarters building (138 Archabil Ave., Ashgabat).

Required Skills and Experience

 Education

  • Secondary education with formal training in IT systems, business software and/or web-based applications. Certification in CCNA, MSCA, MCSE or MCP is an asset.
  • Bachelor’s degree in information communication technology, electronic engineering, mathematics or other related fields will be given due consideration but is not a requirement.

Experience

  • Minimum 7 years (with Secondary education) or 4 years (with Bachelor´s degree) of relevant work experience in the field of information technology, analysis, design, development and support of enterprise software products. 

Language

  • Good working knowledge of English, Russian and Turkmen is required.

Required Skills

  • Experience with customer support such as help desk or similar.

Desired Skills

  • Experience in providing IT services to government organizations or working in public sector will be considered a strong advantage.
  • Knowledge of Java, PHP, SQL, Linux, HTML, server programming, ORACLE and database information system will be considered as a strong advantage.
  • Knowledge and practical experience in Internet based platform is a strong asset.
  • The ability to provide technical support for both technical and non-technical professionals is a significant advantage.

Professional Certificates

 Certification in CCNA, MSCA, MCSE or MCP is an asset.
