Local Fundraising Consultant (Based in the Philippines) for USAID Project 
 
Summary of Position: 
 
Global Impact, a subcontractor of the USAID CATALYZE project, seeks an experienced consultant in Southeast Asia (focused on the Philippines) to assist in mobilizing $10-15 million of charitable contributions, donations, and grants from third party donors (between Indonesia and the Philippines). The consultant will work with the Global Impact team based in the United States to develop and lead in the design and implementation of a fundraising strategy and should have the networks and ability to establish networks to identify, develop, and build long-lasting relationships with donors through prospect research, cultivation, solicitation, and retention. 

Summary of Project: 

USAID CATALYZE will mobilize $2 billion in blended finance over eight years (from 2019-2027) to achieve a broad array of development objectives around the globe. Emphasizing underfinanced social sectors and higher-risk countries, CATALYZE will collaborate with USAID missions and bureaus, investors and financial institutions, small and large enterprises, a deep diversity of market intermediaries, and other key stakeholders to develop commercially viable business models to create jobs, expand sustainable social services, optimize supply chains, and advance inclusive growth. 

 

As part of CATALYZE’s Asia Social Protection Pooled Fund project, Palladium is looking to mobilize private funding from those interested in supporting the goals of the activities in Indonesia and the Philippines. In the Philippines, CATALYZE will promote social protection for female workers ages 18-24 through economic empowerment and increased access to quality health care. CATALYZE will also provide skills training and employment opportunities, an integrated health and life skills curriculum, and strengthen linkages to health care through several platforms.  
 
 

Salary and Duration: 

 

The consultant will be expected to work for 75 days. Salary is commensurate on scope and experience with an anticipated start date in April 2024.  

 
Summary of Tasks: 
 
The incumbent will work with the Global Impact team on the following tasks to mobilize charitable contributions. This may include: 

 

  • Develop philanthropic/donor landscape for the Philippines and identifying potential organizations to benchmark.  

  • Identify potential individual, corporate and foundation prospects within the Philippines.  

  • Provide introductions to identified prospects. 

  • Attend virtual and in-person meetings with prospects, while maintaining knowledge of their priorities, funding history, and potential grant sizes. 

  • Represent CAYALYZE at philanthropy conferences in the Philippines (e.g., conference for the Asian Venture Philanthropy Network (AVPN)), with a goal of making connections with funders who might be interested in the project.  CATALYZE will cover local transportation and accommodation.  

 
Skills and Qualifications: 

  • At least ten years of relevant experience in the social protection space, specifically in improving employment and access to health and conditional cash transfer programs, is required. 

  • Bachelor's or master's degree in nonprofit management, international development, social science, or another relevant field is highly desired but not necessary. 

  • Demonstrated experience raising money for USAID or cost-sharing programs.  

  • Familiarity with social protection or poverty alleviation strategies and frameworks required.   

  • Demonstrated networking experience (including conference attendance) with the philanthropic community in East Asia, particularly the Philippines. 

  • Demonstrated experience conducting prospect research on, facilitating, and attending meetings with funders. 

  • Exceptional collaboration skills across different cultures. 

  • Fluency (oral and written) in Filipino and English required. 

  • The candidate must be able to attend meetings in the Eastern Time Zone.
