Job Description

General Duties

  • The implementation of and compliance with the National Staff Personnel policies.
  • Ensure staff records are complete and available for inspection.
  • Administration of Human Resource Functions including Staff Benefits, Staff Performance Management system, Record of staff capacity development certificates
  • Supervising support staff likewise cleaner, Cook and Technician
  • Keeping Record of All personal files both short term and Regular.

Specific Duties:

  • The production of timely and accurate monthly payroll reports that ensure compliance with procedures and relevant Afghanistan laws (as applicable)
  • Operate and maintain the computerized payroll system ensuring the accurate and timely production of payroll records including salary slips.
  • Serve as a technical resource in relation to all questions on remuneration and employment.
  • Ensure staff records are complete and available for inspection.
  • Ensure the accurate tracking of National Staff benefits including the maintenance of complete and authorized forms to support leave taken / absence for: Annual Leave, Sick Leave, Maternity Leave, comp time.
  • Ensure the timely conduct of performance and salary evaluations for every National Staff member based on policy or direction of Field Coordinator.
  • Advise National Staff on policy issues and assist them in the interpretation of the National Staff Personnel Service Regulations in close coordination of Deputy FC
  • Provide newly recruited staff with orientation information on their remunerations / benefits in close coordination with the FC.
  • Prepare National Staff work contracts as per National staff policy.
  • Ensure compliance with recruitment procedures and assist in recruitment of national staff for all field sites.
  • Advise Field Coordinator on training policy and procedures. Assist in identification of training opportunities and advise on staff development initiatives.
  • Remind the appropriate staff who are approaching the end of their probation period or termination of contract preferably at least 2 weeks in advance.
  • Ensure time sheets are collected, authorized, and maintained.
  • Ensure National Staff understand their benefits, the use of forms and the information contained in the National Staff Personnel Policies and the Administration Manual.
  • Perform any other job related task assigned by the supervisor.

Qualifications

  • Education: Holding bachelor’s degree (BBA or BA) in HR or other specialization equivalent to the Degree.
  • Years of Experience: Minimum 2 to 3 years’ Experience professionally working with International NGOs in field of HR.
  • Skills: Having Proven knowledge of managing payroll and Personal File Management
  • Technical Competency: Management of Payroll, Personal File Management, Staff Performance Management.
  • Communication and reporting skills
  • Fluency in Pashto, Dari and English
  • Computer skills (including MS Word, Excel, Access, and internet) an advantage.
  • Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background.
