  1. Office/Unit/Project Description

SC & ST Department, Government of Odisha is the nodal department for overall policy, planning and coordinationof programmes for development of Scheduled Tribes (STs). The department has accorded high priority and adopted multifaceted development strategies to promote socio-economic growth of the STs. Specificinterventions are beingimplemented including implementation of protective legislations such as the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, the Scheduled Castes and Tribes (Prevention of Atrocities) Act,Panchayats (Extension to Scheduled Areas)Act. The programmes and schemes for tribal peopleare intended to support and supplement the efforts, primarily of other state departments to fill critical gaps within institutions and programmes, considering the situation of STs. These schemes comprising of economic, educational, and social development through institutional building, are administered by the line departments. Notwithstanding numerous developmental interventions, the STs continue to face developmental deficits with respect to health, education, livelihood, development infrastructure as well as other socio-economic indices, many of which are well below the national average.

 

The SC & ST Department, Government of Odisha is committed to providing equitable access to opportunity for the tribal communities, through participatory approachand adoption of innovative methodsincluding e-governance and increasing use of technology to provide strategicinputs into the development process.To accelerate the implementation of the development agenda for the tribal communities and strengthen the institutional delivery systems at the Stateand district level,it is important to strengthen the capacity and effectiveness of the officialsand stakeholders to deliver on the issues related to tribal empowerment and create robust systems for monitoring and implementation of the SC & ST schemes of the Centraland State government.

 

The Department is working in collaboration with UNDP to fast-track development in difficult geographies inhabitedby tribal populations, enhancing capacities of government functionaries and expanding opportunities for better livelihoods, health and education to vulnerable tribal communities.

 

  1. Job Purpose and Scopeof Work

 

  1. Main Purpose:

UNDP proposes to engage a Statistical Associateto support the PMU at SC & ST Department, Government of Odishato support for data management, processing and analysis for the department.

 

The Statistical Associate will be part of the Project Management Unit and will work under the overall supervision of the PMU State Coordinator and in close collaboration with Programme Lead, Tribal Development, UNDP withfunctional support from Head of Office, UNDP Odisha. S/He will ensure engagement of all direct stakeholders and delivery of project objectives with other team members when needed.

 

  1. Duties and Responsibilities:

 

  • Collect and compile data from various sources, including surveys, government databases, and other relevant sources.
  • Assist in developing survey questionnaires and data collection tools, including sampling methods and techniques.
  • Support the monitoring of schemes/initiatives at the national and State/UTs levels with sector wise and state-wise monitoring.
  • Provide support in cleaning, organizing, and managinglarge datasets, includingmerging and cleaningdata from varioussources.
  • Support in analyzingand interpreting data using basic statistical tools and techniques, including descriptive statistics and regression analysis. Assist in preparation of analytical and statistical reportsand visualizations like charts, and tables to communicate findingsto stakeholders.
  • Undertake quality checks on the data to ensure consistency and completeness and follow up on any discrepancies.
  • Support the monitoring of schemes/initiatives at the national and State/UTs levels with sector wise and state-wise monitoring.
  • Support capacity building activities for the TribalDepartment team on data management and analysis.
  • Ensure that projectcontributes to the promotion of gender equalityby reaching, involving and benefiting both women and men in its activities (gender mainstreaming)
  • The incumbent performs other duties within their functional profile as deemednecessary for the efficient functioning of the Officeand the Organization.

  1. Minimum Qualifications of the Successful NPSA

 

Min. Education requirements

  • Secondary education is required. Or
  • A university degree (bachelor’s degree) in computer applications, technology, engineering, statistics, data science, or a relatedfield will be given due consideration, but it is not a requirement.

Min. years of relevant work experience

  • Minimum 6 years (with High Schooldiploma) or 3 years (with bachelor’s degree)of work experience in rural and tribal development sector or relevant related field is required.
Required skills
  • High-level of IT/computing skills(minimum: Microsoft Outlook, Word, Excel, PowerPoint)
Desired skills in addition to the competencies covered in the Competencies section
  • Experience and good understanding of front-end technologies including HTML5, CSS3, JavaScript, jQuery, PHP, AJAX,Drupal 8.8, MongoDB/MySQL
  • Experience building userinterfaces for websites and/or web applications.
  • Prior experience of working withingovernment/UN system
  • Domain knowledge/experience in areas like governance, convergence, tribal affairs, social justice, and social inclusion
  • Experience/Ability to establish, build,and sustain effective relationships, partnerships, and alliances, advocate effectively, and communicate sensitively.
  • Strong knowledge of basic statistical tools and techniques and familiarity withstatistical packages such asR, SAS, or SPSS.
  • Experience in designing anddeveloping responsive designwebsites and excellent data visualization skills.
  • Knowledge of and experience in gender mainstreaming
