Org. Setting and Reporting
This position is located in the Life Support and Transport Section (LSTS), Sourcing Support Service (SSS), Logistics Division (LD), Office of Supply Chain Management (OSCM), in the Department of Operational Support (DOS). The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, Office Away from Headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations (UN) operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. The Chief of the Life Support and Transport Section reports to the Chief of Service.
Responsibilities
Within limits of delegated authority, the Chief of the Life Support and Transport Section will be responsible for the following: • Provides policy guidance to the Chief of the Sourcing Support Service and Logistics Division, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures. • Enables the development of category management strategies pertinent to LSTS, in close collaboration with OSCM stakeholders and clients. • Applies new and innovative business practices and technologies in LSTS management to enhance operations and cost-effectiveness in support of peace, security, sustainability, and the Sustainable Development Goals (SDGs). • Plans and oversees the management of activities undertaken by the LSTS; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate. • Manages, supervises and carries out the work programme of the LSTS under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others. • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Ensures that the outputs produced by the LSTS maintain high-quality standards; that reports are clear, objective, and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Prepares inputs for the work programme of the Logistics Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators. reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (ePAS), interviews of candidates for job openings and evaluation of candidates. • Recruits staff for the Section taking due account of geographical and gender balance and other institutional values. • Manages, guides, develops, and trains staff under his/her supervision. • Fosters teamwork and communication among staff in the Section and across organizational boundaries. • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. • Participates in international, regional or national meetings and provides programmatic/substantive expertise on issues, or hold programmatic/substantive and organizational discussions with representatives of other institutions.

Education
Advanced university degree (Master’s degree or equivalent degree) in business or public administration, supply chain or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
• A minimum of ten years of progressively responsible experience in the substantive areas of global operations, supply chain management or related is required. • A minimum of five years of experience and demonstrated performance in managing cross functional teams is required. • Experience in collaborating across multiple groups to achieve organisation-wide strategic objectives and priorities is required. • Experience in providing logistics and supply chain support services to or in a field operation (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organizations is desirable. • Experience in drafting substantive inputs on supply chain operations related to administrative matters such as budget and audits or related is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.
