Organizational setting
The World Maritime University (WMU) in Malmö, Sweden is a postgraduate maritime university founded
by the International Maritime Organization (IMO), a specialized agency of the United
Nations. Established by an IMO Assembly Resolution in 1983, the aim of WMU is to further enhance
the objectives and goals of IMO and IMO member States around the world through education, research,
and capacity building on maritime and ocean related matters to ensure safe, secure, and efficient
shipping on clean oceans. WMU is an organization by and for the international maritime and ocean

The Finance Officer position is established under the Finance and Administrative Services Unit at
WMU’s headquarters in Malmö, Sweden.


Main purpose
Responsibilities
The incumbent is responsible for the day-to-day accounting. He/she is required to ensure compliance
with WMU finance policies and procedures and financial internal controls.

Responsibilities

Under the supervision of the Head of Finance and Administrative Services, the Finance Officer is
responsibilities include:
• Day-to-day accounting and budget monitoring functions of the University;
• Ensuring compliance with financial internal controls, ensure that transactions are processed and
ledger accounts are managed in accordance with WMU Financial Regulations and Rules and
complies with the International Public Sectors Accounting Standards;
• Preparing accounting journal entry; regular accounts closure, including bank reconciliations and
submission of timely and accurate financial reports;
• Assist in the preparation of the University Annual IPSAS compliant Financial Statements and other
routine and regular Internal/External Financial Reports;
• Maintain and monitor subsidiary ledger on a regular basis;
• Assist, prepare, coordinate and monitor budgets;
• Assist the University on External and Internal audit activities, financial risk management and
accounting issues;
• Review, analyse and finalize cost estimates and budget proposals, concerning staff and non-staff
requirements from budget holders; programmatic aspects; ensures compliance with relevant rules
and regulations;
• Providing detailed input with respect to resource requirements for budget submissions;
• Assist in preparing budget documents for submissions to the governing bodies:
• Providing substantive support to stake/budget holders in their budget preparation;
• Assist in the formulation of financial policies, Regulations and Rules;
• Prepare and assist in the receivable and payment process (travel claims, invoices and other
reimbursement);
• Perform any other tasks as may be assigned by the supervisor.

 

Minimum requirements – education, experience and language skills

Education

Essential
• First-level University degree in Accounting, Finance, Public or Business Administration or a Firstlevel University degree in another field combined with a professional qualification in accounting or
finance (CPA/CIMA/ACA/ACCA or equivalent).


Desirable
• A Master’s degree in Accounting, Finance, Public or Business Administration is desirable.

Experience

Essential

• A minimum of two years of progressively responsible experience in Finance/Accounting. 

Desirable
• Excellent knowledge of International Public Sector Accounting Standards (IPSAS).

Languages
Essential
• Fluency in spoken and written English.
Desirable
• Knowledge of another UN language would be advantageous.

Knowledge and skills
• Ability to operate discretely and confidentially;
• An impeccable record of integrity and professional ethical standards is essential;
• Excellent team player with strong interpersonal skills and ability to work independently in a multicultural, multi-ethnic environment with sensitivity and respect for diversity;
• knowledge of Financial Force Accounting Module would be an advantage or experience in the
application of an ERP system;
• Ability to operate in an educational, international and multi-cultural environment;
• Excellent computer skills, including ability to use of Microsoft Office.
