Mission and objectives

Concerned with the security, humanitarian, human rights and political crisis in the Central African Republic and its regional implications, the Security Council authorized in April 2014 the deployment of a multidimensional United Nations peacekeeping operation, MINUSCA, with the protection of civilians as its utmost priority. Its other initial tasks included support for the transition process; facilitating humanitarian assistance; promotion and protection of human rights; support for justice and the rule of law; and disarmament, demobilization, reintegration and repatriation processes. The newly established mission subsumed the UN Integrated Peace building Office in the Central African Republic (BINUCA). MINUSCA current uniformed personnel levels stand at 11,650 military personnel and 2,080 police personnel, and are tasked with the strategic objective of creating the political, security and institutional conditions conducive to sustainably reducing the presence of — and threat posed by — armed groups. Préoccupé par la situation sécuritaire, humanitaire, par les problè;mes liés aux Droits de l’Homme et À la crise politique au sein de la République Centrafricaine et de ses implications régionales, le Conseil de Sécurité autorise le 10 Avril 2014, le déploiement d’une Opération Multidimensionnelle de Maintien de la Paix des Nations Unies – la MINUSCA, avec une protection hautement prioritaire des civiles. Ses autres fonctions comprennent l’appui au processus de transition ; la facilitation de l’assistance humanitaire ; la promotion et la protection des droits humains ; le soutien À la justice et À l’état de droit, ainsi que les procédés liés au désarmement, À la démobilisation, À la réintégration et au rapatriement. La mission nouvellement installée est fusionnée au Bureau Intégré de Consolidation de la Paix des Nations Unies en République Centrafricaine (BINUCA) À la date de l’installation et a été établie pour prendre le relais sur les questions qui concernent le domaine militaire et celles de la police venant de l’opération de maintien de la paix dirigée par l’Union Africaine - la MISCA – le 15 Septembre2014.

Task description

12. Description of tasks Within the delegated authority and under the supervision of Transport Assistant or his/her designated mandated representative(s), the UN Volunteer Click or tap here to enter text. will: Fill in the duties for this assignment. • Counter check all Dispatch Vehicles readiness prior to use and check all equipment issued to respective Vehicles is in tack. • Prepare Vehicles and plan for day-to-day operation (One day) in advance prior to commence operation. • Follow up with drivers about their Movements every 15 Minutes on Motorola Radio to avoid Misuse or delay in the movement of Dispatch Vehicles. • Bring all Dispatch Staff to commence work on time without delay. • Prepare the list of Vehicles for Fuel Voucher for all necessary POOL Vehicles daily before 12:00 hours prior to commence operation. • Physically check all Dispatch Vehicles daily for accident, damages, loss of equipment, and accessories before temporary hand over to clients • Ensure all Vehicles are in road worthy condition and a Copy of the inventory be delivered to OIC dispatch office by all Shift Dispatchers. • Identify Vehicles due for maintenance without over riding Maintenance Mileage. • Monitor and ensure all Dispatch drivers have reported for duty on time, late attendance/absent should be reported to the OIC dispatch. • Prepare daily Vehicles Utility report and Passenger log report and submit to OIC daily. • Prepare Weekly operation report and submit every Thursdays of the week to OIC. • Monitoring the pool vehicle mileage and make analysis on weekly basis for purposes of maintenance and present the report to OIC dispatch. 13. Results/expected outputs • As an active Transport team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to MINUSCA and its beneficiaries in the accomplishment of her/his functions, including: • Check all Dispatch Vehicles readiness prior to use and check all equipment issued to respective Vehicles is in tack 14- • Other desired/mandatory required technical knowledge • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; • Sound security awareness. • Have affinity with or interest in Transport volunteerism as a mechanism for durable development, and the UN System.
