The OECD Environment Directorate (ENV), in line with the strategic objectives of the Secretary‑General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource- efficient, low-carbon, resilient and green growth path. The Directorate currently comprises approximately 175 staff members working across a broad range of issues such as: green growth, climate change, biodiversity, water, eco-innovation, resource productivity and waste, environmental policy tools and evaluation, safety of chemicals, biotechnology and nanomaterials, sustainable finance and linkages between environment and tax, agriculture, energy, transport, development assistance, trade and investment policies.

The Environment and Economy Integration (EEI) Division of ENV currently undertakes policy-orientated research in a number of areas at the interface between the environment and the economy, including environment-economy modelling, environmental policies and policy outcomes, resource productivity and waste, green mobility and transport, trade and environment, and cost-benefit analysis. The Modelling and Outlooks Team in the EEI Division uses large-scale economic models to assess the linkages between economic activity and environmental challenges. Most of the policy analyses undertaken by the team are based on quantitative assessments, using the multi-regional global computable general equilibrium model ENV-Linkages. An overview of recent activities of the team can be found at www.oecd.org/environment/modelling.  Current work of the team includes the next Environmental Outlook on climate change, biodiversity loss, and pollution, and the forthcoming Regional Plastics Outlook.

The EEI Division is looking for a Senior Economist - Computable General Equilibrium Modeller in the Modelling and Outlooks Team to conduct quantitative analyses examining the interface between environment, energy and the economy, and to contribute to the coordination of the team. Job Description

The EEI Division is looking for a Senior Economist - Computable General Equilibrium (CGE) Modeller in the Modelling and Outlooks Team to conduct quantitative analyses examining the interface between environment, energy and the economy, and to contribute to the coordination of the team. (S)he will report to the Head of the EEI Division.

Main Responsibilities

  • Play a lead role in further development of the ENV-Linkages global computable general equilibrium (CGE) model and related quantitative frameworks, including looking at the intricate links between economic activities and changes in environmental outcomes and variables.
  • Oversee the maintenance and expansion of databases over time to support and future develop this framework and carry out appropriate model calibrations.
  • Lead model based long-term scenario analyses of important policy issues relevant to the work of the Environment Directorate, including periodic OECD Environmental Outlooks and/or projects on the economic and social implications of environmental challenges and the impacts of policies to tackle these challenges.
  • Ensure quality control for the analytical outputs.
  • Conceptualise projects, conducting model simulations and interpret results to generate insightful reports.
  • Draft reports, present material, and contribute to briefings for senior management,

Planning, supervision and fundraising

  • Play a lead role in the strategic planning of the work of the Modelling and Outlooks team, showing vision, client orientation and pragmatism.
  • Lead and manage the work of professionals in the modelling team, defining tasks, objectives and deadlines; and monitoring progress, including managing the performance of staff.
  • Play a leading role in the fundraising efforts for the projects included in the Programme of Work for which resources are needed to deepen or broaden deliverables and contribute to sound management of funds in line with strategic priorities and deliverables.

Organisation-wide collaboration, liaison and outreach

  • Communicate effectively the results of the OECD work to a wide audience of policymakers.
  • Represent the OECD in relevant international and national fora involving policy makers and representatives of other relevant sectors.
  • Establish and maintain a network of contacts with members of national delegations, and experts from international organisations, research institutions, representatives of industry and other relevant institutions.
  • Maintain good working relations with relevant staff in the organisation.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree (Ph.D. preferred) in economics and/or environmental economics

Professional Background

  • Minimum eight to ten years experience in applied economics analysis
  • Minimum eight to ten years solid practical CGE modelling experience.
  • Knowledge of economics and environmental issues.
  • Demonstrated ability to produce clear and rigorous analysis in environment economy modelling.
  • Demonstrated experience with project organisation and management within CGE modelling, including experience in organising of large meetings, workshops and conferences with a diverse range of participants.

Tools 

  • Excellent level of computer literacy, including the use of the General Algebric Modeling System (GAMS) to solve large-scale modelling applications Languages

Additional Information

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen to take place in the second half of May, and panel interviews are planned for the second half of June.
