Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

Organizational Context

The General Services Section (GSS) organisationally belongs to the Division of Management Services in the Registry. The GSS consists of four units; the Facilities Management Unit (FMU), which is responsible for running the owner occupied premises at The Hague, the assessment, maintenance and adaptation of rental premises at field locations; the Procurement Unit, which provides value for money goods and services required by all Organs of the Court; the Transport and Logistics Unit (TLU), which provides distribution, supply chain services, fleet management, and shipping at HQ and Field Locations, local transportation mail operations and archiving at HQ. The Travel Unit (TU) is responsible to provide all official travel of the ICC, related visa services, resident permits at The Hague, administrative functions related to privileges and immunities and shipment of personal goods on appointment and separation. The Chief GSS, also responsible for the Court’s commercial insurance programme, reports to the Director of Management Services.

The Facilities Technician (Buildings) directly reports to the Hard Services Coordinator in FMU.

Duties and Responsibilities

Within this framework and under the general supervision of the Head, Facilities Management Unit and the immediate supervision of the Hard Services Coordinator, the incumbent will:

  • Represent the Court as a technical expert and work closely with the contractor to plan and implement the corrective- and preventive-maintenance, major repairs and capital replacements to the building’s infrastructure.
  • Independently of the contractor, identify adjustments to be made to the infrastructure to meet the changing needs of clients at the Court; install or oversee the installation of new fittings and systems.
  • Prepare specifications for equipment, fittings, fixtures, cables, sensors, pumps, fans, building automation, technicians' tools and spare parts for the purpose of raising requisitions for purchasing.
  • Oversee the maintenance of records, inventories, work-orders and general correspondence concerning building management.
  • Calculate and use the Building Management System, adjust the settings, timings and configurations to meet the demands of the Court.
  • Estimate and report on future consumption for budgeting purposes.
  • Provide assessments on infrastructure for field office locations; establish appropriate standards for infrastructure in field locations under the direction of the Hard Services Coordinator.
  • Be available on a rotational basis for 24/7 call-out.
  • Other duties as required.

Essential Qualifications

Education:

  • Diploma of secondary education. An advanced or first-level university degree may be considered as a substitute for two years of working experience only to determine eligibility.
  • National qualification in building electrical/mechanical systems, (e.g. City and Guilds, NEN, etc.)

Experience:

A minimum of 6 (six) years hands-on professional experience in building automation, management and control systems, is required. An advanced or a first-level university degree may be considered as a substitute for two years of working experience only to determine eligibility.

  • Demonstrated experience as regards utilisation, maintenance, and upkeep of a wide range of electrical, mechanical, plumbing, building management control equipment and systems is required;
  • Experience in an international organisation is an advantage;
  • The working understanding and work experience of building management system Celsius and TKH security solutions such as Sirius, Sense and iProtect is an advantage.

Knowledge, skills, and abilities:

  • Experience in building safety norms and application (EU/Dutch standards).
  • Knowledge of MS Office applications is essential
  • Knowledge of buildings information systems is required.
  • Proven experience in dealing with contractors and sub-contractors.
  • Ability to maintain accurate and specific records and inventories.
  • Effective organizational skills and ability to independently plan and manage work in an efficient and timely manner with minimum supervision.
  • Ability to produce quality output under pressure and meet tight deadlines.
  • Good oral and written skills, including ability to prepare and present concise oral and written documentation, correspondence, updates, including other documentation within the immediate work environment.
  • Familiarity with and ability to use advanced tools in a safe and efficient manner; ability to correctly interpret and assess diagnostic test results, faults or deficiencies and to provide the necessary remedial actions in an efficient and timely manner.
  • Demonstrates initiative and willingness to learn new skills to keep abreast of the rapid advances in technology.
  • Demonstrates an understanding of other buildings systems.

Knowledge of languages:

Fluency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset. Knowledge of Dutch would be considered an asset.
