Title of project:
Consultancy on Labour Inclusion for Refugees and Stateless in Spain

Purpose of project:
Support the Spanish Ministry of Inclusion, Social Security, and Migration in the development of a strengthened model for labor inclusion of applicants and beneficiaries of international protection and stateless persons in Spain.

For this purpose, an expert consultant hired by the UNHCR will be made available to the Directorate General for Humanitarian Assistance and the International Protection Reception System (hereinafter DGAHSAPI), within the State Secretariat for Migration of the Ministry of Inclusion, Social Affairs, and Migration.

The goal is to support Spanish authorities in:

1) Analysing the labour market in Spain to identify sectors, profiles, employers, and geographical areas that offer opportunities best suited to applicant and beneficiaries of international protection and stateless persons in Spain.

2) Designing a structured model of support for the labour inclusion of applicants and beneficiaries of international protection and stateless persons. This includes analysing and monitoring existing collaborations and ongoing projects by the DGAHSAPI, as well as exploring other potential avenues and identifying new private sector companies interested in collaborating and tracking the actions taken.

3) Applying the established model through a pilot project focused on specific profiles of applicants and beneficiaries of international protection and stateless hosted in the state reception network for humanitarian assistance and international protection.

The consultant will be based in Madrid. Specific location (home or at the Ministry/ UNHCR Office) will be determined upon agreement with the MISSM. She/he will also be required to undertake travel and visits related to the consultancy’s purpose, upon agreement with the Ministry of Inclusion, Social Security and Migrations.

7. General Background of Project or Assignment:

The Office of the United Nations High Commissioner for Refugees (UNHCR) is an international organization mandated to aid and protect refugees, forcibly displaced communities, and stateless people worldwide. The UNHCR works with states, civil society organizations, and other actors to address issues related to the protection of the individuals who fall under its mandate and find long-term solutions to their situations.

In Spain, the population of applicants and beneficiaries of international protection and stateless persons is estimated to be around 430,000 people, including those who arrive through resettlement or other complementary pathways. Achieving local inclusion is the main solution on which the UNHCR Office, national authorities and other actors involved in supporting the refugee population, focus their efforts.

The UNHCR Office in Spain, in the exercise of its mandate to oversee the 1951 Geneva Convention relating to the Status of Refugees, prioritizes supporting the Spanish government in achieving local inclusion of refugees hosted in the country.

In this context, employment inclusion, which enables economic self-sufficiency and fosters the long-term autonomy of refugees, is a crucial aspect. To achieve this, it is essential to support and assist refugees in overcoming various barriers they often encounter. These barriers include language, adapting their profiles and professional competencies to the local job market and culture, connecting with existing employment opportunities, and providing necessary support—both to refugees and to companies—during the employment integration process.

The UNHCR office in Spain and the Ministry of Foreign Affairs, European Union, and Cooperation jointly organized the “Spain with Refugees” Forum in June 2023. The forum aimed to mobilize commitments from the private sector and Spanish society to support the integration of refugees in Spain. Many of the announced commitments focused on socio-economic inclusion, employment, and employability. The UNHCR Office in Spain is actively supporting the implementation of these commitments over the next four years.

Within its competencies, the Ministry of Inclusion, Social Security, and Migration, through the State Secretariat for Migration and, specifically, the Directorate General for Humanitarian Assistance and the International Protection Reception System (DGAHSAPI), develops programs aimed at assisting and supporting applicants and beneficiaries of international protection and stateless persons. This includes managing the Spanish reception system for humanitarian assistance and international protection.

In the framework of the international protection reception system, the assistance program that is provided is based on individualized inclusion and integration pathways implemented with the support and guidance of professional teams from the national network of specialized centers and entities. These pathways include support in language learning, basic skills development, access to training opportunities, and preparation for employment access.

In addition, the DGAHSAPI has initiated various collaboration initiatives with the private sector in recent years to promote employment inclusion for the collective. They have identified the need to enhance the coherence and effectiveness of these collaborations, including exploring the involvement of companies in developing a legal employment pathway for refugees in Spain. This legal employment pathway for refugees is also one of Spain’s commitments presented during the Global Refugee Forum held in December 2023 in Geneva.

The DGAHSAPI is keen on building upon the work already carried out with the network of specialized organizations in the reception system and through the said initiatives with the private sector. Their goal is to establish a sustainable public-private collaboration model, with the support of the MISSM, to enhance employment inclusion of applicants and beneficiaries of international protection and stateless in Spain, promoting their self-sufficiency while considering their specific circumstances and needs.

In this context, the UNHCR Office has been in discussions with counterparts at the Ministry and agreed that UNHCR’s support to the DGAHSAPI through an employment-related consultancy would be instrumental in establishing a sustainable model for promoting the labor inclusion of asylum seekers, beneficiaries of international protection, and stateless individuals.

9. Overall Purpose and Scope of Assignment:

Detailed objectives of the project:

1) Analyzing the labor market in Spain to identify sectors, profiles, employers, and geographical areas that offer opportunities best suited to applicant and beneficiaries of international protection and stateless persons in Spain.

2) Designing a structured model of support for the labor inclusion of applicants and beneficiaries of international protection and stateless persons. This includes analyzing and monitoring existing collaborations and ongoing projects by the DGAHSAPI and tracking the actions taken, as well as exploring additional avenues and identifying new private sector companies interested in collaborating.

Key components of this model should be:

• Improve the knowledge and data gathering on job profiles for the target group.
• Identify priority areas for competency-related training.
• Establish effective and secure communication channels between companies offering employment opportunities and candidates from the target population. This should be done in collaboration with the network of social organizations supporting labor inclusion and those participating in the humanitarian reception network and international protection program.
• Provide support to companies during hiring and onboarding processes with assistance from relevant organizations.

3) Applying the established model through a pilot project focused on specific profiles of applicants and beneficiaries of international protection and stateless hosted in the state reception network for humanitarian assistance and international protection.

Specific activities within the pilot project should include:

• Definition by the DGAHSAPI of the candidate profiles to be considered for the pilot initiative, among applicants and beneficiaries of international protection and stateless persons, and those potentially entering through complementary employment pathways and that receive support through the International Protection Reception System.
• Inclusion of key information on the educational and professional profile in the registration protocols applied by social entities at reception centers.
• Identify employment opportunities aligned with the profiles of individuals considered for the project.
• Monitoring of the induction into the workplace by specialized professional staff from the support organisations' teams.


Detailed Activities:

1) Work Plan and Kick-Off Meeting: Establish a work plan, timeline, expected outcomes, and indicators for the consultancy in coordination with the DGAHSAPI and UNHCR and conduct an initial kick-off meeting to launch the project.

2) Initial Analysis Report: Prepare a brief initial analysis report to identify sectors, profiles, employers, and geographical areas offering suitable opportunities for the target population, as well as challenges related to employment access for asylum seekers and beneficiaries of international protection.

3) Engagement with the network of support organizations: Establish a work plan with the organizations within the humanitarian reception and international protection syste, including the development of tools or methods to enhance the profiling and employment prospects of the target group and identify training and reinforce needs on employability for this population.

4) Definition of the profile of a “committed Company” to collaborate with: Define the profile and type of companies and initiatives with the capacity and interest to establish a stable collaboration with the MISSM (Ministry of Inclusion, Social Security, and Migration) to promote employment inclusion of the target group.

5) Documentation of the established model and processes: Document the established model and processes in detail and propose relevant materials related to the model.

6) Development of a Pilot Implementation Initiative: Implement the established model through a pilot project, focusing on specific profiles of applicants and beneficiaries of international protection, as agreed upon with the DGAHSAPI (General Directorate of Attention to Asylum Seekers and Stateless Persons).

7) Final Consultancy Event: Conduct a participatory final event with the following objectives:

• Raise awareness about refugees and access to employment in Spain.
• Present the established public-private collaboration model.
• Showcase best practices from committed companies.

Strengthened model to support the labor inclusion of applicants and beneficiaries of international protection and stateless persons in Spain is developed and its implementation by the MISSM supported.

Performance indicators:

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

• As a minimum, bachelor’s studies in the field of Social Sciences, Business, Economics, or related fields.

• At least 4 years of relevant experience or two years if Master or equivalent degree in relevant field of work: implementing and developing programs and strategies related to employment inclusion for vulnerable groups, business prospecting, corporate social responsibility, and diversity.

• Excellent command, communication, facilitation, and drafting skills in Spanish.

• English (Read Easily, Write Easily and Speak Fluently).

• Excellent drafting, research, and analytical skills.

• Ability to work with short deadlines.

• Strong interpersonal and teamworking skills.

• Experience in liaison and building relationships with governmental and non- governmental partner organizations and with private sector.

• Knowledge of the context and the international protection system in Spain, as well as the Spanish labor context, will be considered an asset.

• Good knowledge of MS Word, Excel.

• Ability to apply UNHCR’s approaches on age, gender, and diversity, and Community-Based protection.

• Previous proven record of relevant assignments, and consultancies would be considered an asset.

• Excellent knowledge of both UN and UNHCR justice system, broad experience in legal matters linked to retaliation.

11. Monitoring and Progress Controls (report requirements, periodicity, format, deadlines):

a. Advice, meetings, delivery, etc.

1) A technical supervisor from UNHCR will be appointed for the duration of the consultancy. The consultant will report on the work done and actions taken to the technical supervisor every two weeks.

2) Throughout the assignment, the consultant will draft minutes and notes from the meetings and send monthly reports on their activities and goal achievement. Additional follow-ups will be conducted as needed.

3) At the end of the assignment, the consultant will prepare a final report regarding the fulfillment of the consultancy’s objectives, including recommendations for next steps.

4) To maintain proper coordination aligned with the project’s goals and the support needs indicated by the Ministry of Inclusion, the following measures will be observed:

i) UNHCR and DGAHSAPI will designate focal points to exchange information and monitor project implementation, ensuring close coordination and communication for the successful completion of the consultancy.

ii) These focal points will coordinate to facilitate the consultant’s engagement with different stakeholders and key counterparts as necessary to effectively implement the project according to the Terms of Reference.

iii) UNHCR, DGAHSAPI, and the consultant will hold regular meetings to analyze and coordinate all necessary actions for the project’s successful progress.

Assistant Integration Officer


Organizational Setting and Work Relationships

The Assistant Integration Officer may be part of the Protection or Durable Solutions or Development team, may supervise some support staff, and normally works under the direct supervision of a more senior Protection or Durable Solutions or Development staff or Head of Field/Sub-Office.

The Assistant Integration Officer will participate in research and providing policy and technical advice, guidance and training on integration of refugees and internally displaced persons in the given country context(s), including on methodologies for evaluating integration policies and programs. In addition, he/she will promote the establishment and implementation of resettlement programs through capacity building activities, provision of policy and technical support for the selection, reception, and integration of resettled refugees, and collaboration with relevant stakeholders.

The task requires direct contact with the target population in assessing needs and evaluating legislative and other measures, taking into account aspects such as age, gender, and diversity.

  • Provide support to counterparts through research, policy and technical advice and capacity building activities on integration across the different solution options for internally displaced persons; local integration and other local solutions options for refugees; integration of resettled refugees.
  • Provide technical guidance and advice and coordinate the activities of staff supervised in line with the durable solutions and/or integration strategy in place.
  • Support resident coordinators and/or government led durable solutions/integration strategies and related inter-agency platforms/coordination forums in internal displacement context.
