The OECD has earned a leading role in financial and business issues. The core mission of the Directorate for Financial and Enterprise Affairs (DAF) is to assist markets to fund inclusive economic growth, and in turn Better Lives, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and International Organisations. DAF's mission is pursued through five substantive divisions whose teams provide member and partner countries with policy guidance, analysis and support in the areas of competition, anti-corruption, corporate governance, financial markets, insurance and pensions, consumer finance, responsible business conduct, state-owned enterprises, and international investment. DAF currently employs about 250 staff members (economists, lawyers, statisticians, support staff, consultants, and trainees), who support work across a broad range of policy areas.

The Capital Markets and Financial Institutions Division (CM) focuses on the following thematic areas: financial markets, insurance and pensions, financial education and consumer protection, corporate governance and state-owned enterprises. This work is developed under the guidance of the Committee on Financial Markets, the Corporate Governance Committee and the Insurance and Private Pensions Committee, supported by their respective sub- bodies. The work combines evidence-based policy research, economic and legal analysis, capacity building and policy dialogue to advance and disseminate OECD standards and best practices and supporting the assessment of policy options and regulatory reforms. The Division also conducts outreach work in several regions.

The Capital Markets and Financial Institutions Division is looking for an experienced Head of State-Owned Enterprises Unit to lead, to represent, develop analysis, and provide day-to-day management of the activities of the Division’s State-Owned Enterprises Unit and the Working Party on State Ownership and Privatisation Practices, and to work closely with colleagues in DAF and other OECD Directorates. The role will require a deep and analytical understanding of the trends, policy issues and institutions with respect to the governance of state-owned enterprises. The successful candidate will lead the efforts to support the implementation of the revised Guidelines on Corporate Governance of State-Owned Enterprises and the Guidelines on Anti-Corruption and Integrity in State-Owned Enterprises in OECD and non-OECD countries.

Job Description

Main responsibilities

Leadership and management

  • Lead the Secretariat to the Working Party on State Ownership and Privatisation Practices and ensure the efficient and successful delivery of the Working Party’s Programme of Work.
  • Lead the work to support the implementation of the revised OECD Guidelines on Corporate Governance of State-Owned Enterprises, including regional and country programmes, thematic work and dissemination events.
  • Further establish the work on integrity and anti-corruption in SOEs by promoting the use and visibility of the OECD ACI Guidelines as well as through the development of country or regional projects.
  • Support SOE reform in individual countries including through tailored policy recommendations in SOE country reviews, as well as capacity building and technical assistance towards implementing such recommendations.
  • Ensure the Unit’s publications are of high quality and impact, and are disseminated widely. Promote evidence-based and data-driven analytical work. Ensure proper review processes by the Working Party and/or internal peer reviewers.
  • Consider opportunities for contributions to horizontal work, with a priority to exploit potential synergies within the Division.
  • Supervise, motivate, and contribute to the professional development and performance management of approximately 10 staff to ensure delivery of high quality work within set deadlines, effective and efficient working methods, and a constructive working atmosphere.
  • Promote excellent team spirit, professionalism, and accountability amongst staff and ensure efficient internal co-operation and communication within the Unit.
  • Undertake fund-raising activities in a purposeful and strategic manner considering long-term work planning and budget sustainability.
  • Participate actively in the management meetings as a member of the management team of the Division.

Liaison and Representation

  • Represent the OECD at high-level meetings and conferences involving senior policy makers and representatives of business, labour, academia, NGOs, and the media.
  • Ensure effective communication with key stakeholders, the media, and the general public in order to maximise the value, visibility, and impact of the work of the Unit.
  • Build collaborative working relationships throughout the Organisation and across other international organisations. Establish and maintain close contacts with national authorities, state-owned enterprises, academia, research institutes, and the media.
  • Provide input and ensure the visibility of the Unit’s work in the context of G20, G7, APEC and ASEAN. Ensure that such work also supports the Organisation’s broader strategy.
  • Take responsibility for increasing co-operation with emerging and developing countries in the areas of work within the purview of the Unit.
  • Co-ordinate the Unit's contributions in co-operation with other staff in the Division as appropriate to support and contribute to flagship initiatives and horizontal projects.
  • Prepare briefs and speeches for the Office of the Secretary General, the OECD management and the DAF Director, upon request.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics, law, public affairs, finance, development or related fields.

Professional background

  • At least seven years' of senior level experience, including a significant period in a national government or international organisation, in fields relating to state-owned enterprises, corporate governance, capital markets, public governance or integrity.
  • Experience in leading discussions and developing consensus in international meetings.
  • Experience in managing complex projects with multiple stakeholders in an international context.
  • Experience in managing talent, leading and motivating a multicultural team.
  • Experience in donor management and demonstrated ability to raise funds would be an advantage.
  • Proven track record in presenting highly technical subjects, in writing as well as orally, to high level officials and opinion leaders.
  • Strong communication skills; the ability to build support across member and partner countries for better policies based on evidence-based analysis.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

  • Twelve month fixed term appointment, with the possibility of renewal.
