Catholic Relief Services (CRS) India has come up with a Country Program (CP) strategy in line with the CRS Vision 2030. The CRS India vision in the CP strategy is “10 million people in India, particularly the poor and vulnerable, are empowered and resilient to realize their human potential and live a dignified life”. While there are several development challenges in India, CRS will focus its programming, investments, and partnerships on four priority areas child protection, health, agriculture livelihoods and disaster risk reduction with transformative change at scale through system approach at the core. To realize that change is effective and sustainable in these four priority areas, the programming approach of CRS will integrate cross-cutting themes of gender and equity, resilience building, local leadership, and inclusive governance.
 
A.SCOPE OF WORK
 
A.1 Background
Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work are accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance, and peacebuilding.
 
The CRS in India was established in 1946. The national office is in New Delhi, with programs operating in several states of India. CRS works with local partner organizations to support and empower vulnerable communities and households through implementation of development, relief, and recovery programs. The primary program sectors in which CRS in India works are emergency relief and recovery, health, agricultural livelihoods, and anti-trafficking.
 
CRS is working on Safe Protective Enabling Environment and Dignity for PoCs (SPEED), a 3-year project which integrates Protection including interventions on Gender Based Violence (GBV), Child Protection (CP) and psychosocial support, Shelter, WASH, Health, and Livelihoods components targeting the Afghans, Chins, and Rohingyas in Delhi, Haryana, Manipur, Mizoram, Punjab, and Telangana with the goal that targeted Population of Concern (PoC) and vulnerable host communities live protected and dignified lives by ensuring they have the necessary coping mechanisms and enabling environment.  The project is led by Catholic Relief Services (CRS) and its implementing partners support vulnerable and targeted communities and designed where activities were conducted prioritize strategy and implement them with the goals and objectives envisioned.
 
Purpose:
The purpose of this Scope of Work (SoW) is to describe the objectives as well as the assessment activities and expected outcomes carried out by the consultant or consulting agency to provide support to Child Friendly Learning Space - Assessment under SPEED Project. CFLS interventions are used by CRS and partners to increase children's access to safe environments and promote their psychosocial well-being along with their learning needs. This work will also focus on researching best practices, learnings, and avenues in the context the project is operating.
 
A.2 Objectives of SOW:
 
This assessment will focus on the existing Child Friendly Learning Space established and facilitated through the SPEED Project, on how far is this space used for constructive engagement, recreational activities and increasing learning opportunities for PoC children using innovative and creative ways. The space is primarily intended to develop their cognitive and fundamental learning specifically for children who do not have accessibility to school and provide support to school going children as required.
 
The overall objective of this assessment is:
  • To review the opportunities provided to children by the CFLS Centers, to develop, learn, play and build/strengthen resiliency after an emergency or crisis, or during a protracted emergency.
  • To identify existing gaps and find effective ways to respond to particular threats to children, such as those with particular vulnerabilities and offer recommendations to address these gaps.
