The International Transport Forum  (ITF) is an intergovernmental organisation which operates as an autonomous body within the framework of the OECD that organises dialogue for better transport. As the only global body with a mandate for all transport modes, we serve as a think tank for our 66 member countries and offer a platform for knowledge exchange among transport decision-makers and civil society. The ITF’s annual Summit is the world’s largest gathering of transport ministers and the leading global platform for dialogue on transport policy.

Job Description

The ITF’s Information Systems Unit (ISU) provides the IT infrastructure, systems, and applications in support of the ITF’s substantive work.

The ITF is looking for an IT Systems and User support specialist, with good general computer and operating environment skills, preferably in Microsoft technologies, and very strong customer service skills and interest in computer technologies. The job ranges from providing level-1 system administration and support for our IT infrastructure as well as providing user support and training to our 70+ staff.

The selected candidate will work under the supervision of the Head of ISU, joining our small IT team, helping to manage the needs of our 70+ users and our Windows and Linux servers’ enterprise network. Due to the small size of our organisation, the selected candidate will need to have demonstrated and proven versatility in IT skills including user support, level-1 systems and network management.

The selected candidate will carry work related to IT administrative tasks such as; preparation of IT related purchase orders, asset management, follow up with suppliers and software maintenance contracts.

Main Responsibilities

User support

  • Provide end-user support to staff covering the use of the application systems and other IT related matters, respond to user requests, troubleshoot user problems, provide assistance and training to staff on the use of the equipment and software.
  • Ensure new staff members are properly informed about ITF’s IT and security procedures by setting up induction sessions.
  • Provide assistance on Microsoft 365 Environments and services such as Sharepoint.
  • Ensure the user guides are up to date and write new ones.

Operations

  • Provide accounts management, ensure the creation and removal of user accounts in various systems, as well as set up access rights to resources.
  • Assist in managing ITF’s “Bring Your Own Device” (BYOD) and corporate devices management platform.
  • Assist in managing the IT infrastructure and operations by maintaining a thorough understanding of the computing environment, undertaking various level-1 system administration tasks, and providing operational support for the deployment of IT solutions.
  • Under the supervision of the System and Network engineer, provide system administration and support of the ITF’s network environment and server applications, helping to ensure the reliability, performance and security of these environments and applications, installing and updating hardware and software applications, troubleshooting computer, network and application problems.
  • Participate in problem troubleshooting for applications, servers, and devices, and provide help in resolving any operational system issues including security vulnerabilities.

Administrative support

  • Prepare purchase orders for any IT related purchasing needs. Ensure compliance with the OECD purchasing rules and guidelines.
  • Assist in managing the IT budget envelope by setting up yearly cost provisioning. Provide the head of ISU with monthly reports on the expenditure status.
  • Maintain the inventory of IT equipment and software, carry out asset management, prepare the reform process for obsolete assets.

Qualifications

Ideal Candidate Profile

Academic Background

  • A university degree in a relevant area such as Computer Science or other related subject, or equivalent professional experience.

Professional Background

  • Operational experience in IT user support and systems administration, in a small to medium sized enterprise network based on Microsoft Windows server and network technologies, preferably one to two years’ experience.
  • Skills and experience in one or more of the following areas:
    • System administration experience with core Microsoft back-office applications and Windows operating system;
    • Good knowledge of Office 2016, 2019, Office 365 and Azure, or other cloud technologies;
    • Knowledge of Sharepoint development environment.
    • Experience using tools such as Visual Studio, VBA, Microsoft Powershell, or an equivalent scripting/programming language.
  • Experience and willingness to work with users, providing both help-desk type assistance as well as more advanced support, including troubleshooting problems and resolving user technical issues.
  • Demonstrated written skills to develop detailed design and operational documentation.
  • Demonstrated self-motivation and ability to work independently as well as to work collaboratively and effectively in a small technical/engineering team.

Languages:

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Two-year fixed-term appointment, with the possibility of renewal.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.

What the OECD offers (External only)

  • Depending on level of experience, monthly salary starts at EUR 4302.38 plus allowances, based on eligibility, exempt of French income tax.
