Overview of position

The Compound Security Manager (CSM) is responsible for overall management of the Static Guard force at the ICON Compound.

This includes; client interface for Hart Security Limited, training, risk assessments, daily manning rosters and leave rotations, disciplinary matters, identifying future business opportunities and addressing internal issues before they can impact on the client whilst keeping the Project Manager fully informed.

Role objectives

Finance

  • Manage all financial transactions in accordance with Hart’s Financial Instructions – particular attention is to be paid to the handling of and accounting for cash.

  • Ensure that cost effectiveness is a key driver within all business activities.

  • Oversee the financial aspects of projects within your area.

  • Ensure all financial reports, records of income and expenditure are produced in a timely fashion.

HSE and Compliance

Complete Risk assessments and update according to SOP’s, as well as having a proactive approach to the health and safety of clients and employees with regard to training and awareness.

Act as the project Expert on adherence to the standards and principles as defined in the International Code of Conduct, PSCI standards. Ensure teams compliance with the Rules for Use of Force and the laws of armed conflict, Anti- corruption and Bribery laws.  

Ensure compliance with Hart and the Clients health and safety standards including:

  • Vehicle inspections, training and use

  • Firearms inspections, training and use

  • Fire response drills

  • Personal and catering hygiene

  • Company Life Saving Rules

  • Prohibition of the abuse of alcohol and narcotics

Project reporting
  • Manage individual and team performance which is not limited to: informal and formal feedback sessions, succession planning, performance reviews, and discipline meetings.

  • Direct and manage programme of work for Hart staff within your domain, ensuring that a leave programme is properly managed. Liaise with the HR Manager for travel itineraries.

  • Ensure staff are trained including on-boarding and project overview induction. Oversee the contractual training requirement meets the specified standard. 

  • Provide daily briefings pre and post shift with Security Coordinators and Clients ensuring that all information is collated and key learnings distributed for future planning.

  • Work in close liaison with the HR Manager to ensure administration compliance with international and local labour laws.

  • Provide recommendations to the HR Manager on the development and amendment of job descriptions. 

Key competencies
  • Recognised Leadership Course

  • Recognised training qualification preferred. 

  • Management skills –leadership, analytical, decisive but consultative; capable of innovative thinking and managing change.

  • Commercial skills – commercially astute with sufficient understanding of  contractual law; capable of contributing to production of business plans, technical and commercial bids, contract analysis and budget management

  • Communication skills – good oral and written English communication skills; capable of producing reports and presentations of a high standard.

  • Strong intra-personal skills – capable of galvanising a team and negotiating effectively

  • Administrative Skills – strong organisational and accounting skills. Competent in Information Technology and ability to operate MS Word, Excel and Powerpoint. 

Team management
  • At least 8 years’ Military experience, achieving the rank of senior non-commissioned officer.
    5 years private security experience in an austere location.
    Previous operational experience within an Ops Room.

  • Proven ability of managing teams.

  • Physically and mentally fit.

  • Clear criminal background check. 

  • Fluent English and highly desirable: Pashto/Dari/Urdu/Hindi language skills
