JOB OVERVIEW
Based
on the ongoing crisis in NWSW, the IRC is an organization committed to
providing in a timely and appropriate manner a rapid response to sudden onset event/disasters
and assisting the most vulnerable populations affected. To this regard, the
Senior Disaster and Preparedness is expected to be ready to lead and assist
disaster response teams immediately, monitor current trends in emergencies daily,
maintain personal and organizational preparedness for disaster response, and
serve as a Disaster Preparedness lead. The Senior Disaster and Preparedness
Officer will also work in close collaboration with other humanitarian partners
in the field and local authorities working in the field of disaster and
preparedness sector.
MAJOR/KEY RESPONSIBILITIES
1. Technical
Support
- Take lead on drafting tools/ToR and other relevant documents and conduct a comprehensive disaster risk assessment in the target communities to identify hazards, vulnerabilities, and capacities.
- Monitor in collaboration with field staff, partners staff and local authorities the triggers related to threats/risks identified during the risks assessment and analysis.
- Establish an early warning system (EWS) in the targeted communities as proactive measures in disaster prevention and preparedness.
- Assist targeted communities to draft and validate their emergency response plan.
- Provide technical guidance and support to the EWS, CBOs, and local authorities towards the strengthening of their individual preparedness and response programs.
- Under the supervision of Sector lead, design and administer emergency or disaster preparedness training of frontline staff, EWS members, and community leaders including school management committee, CBO members and social workers on specific protection risks.
- Work closely with EWS members and local authorities to simulation exercises and drill to test emergency response plan.
- Oversee community-based risk awareness-raising on how to reduce displacement-related risks, health, protection, preparedness actions.
- Work closely with CET team to activate Crisis Modifier modality and coordinate rapid needs assessment with other humanitarian actors and local authorities.
- Provide technical support during client identification during Crisis Modifier implementation and oversee the distribution of emergencies protection items/kits.
2. Supervision and reporting
- Conduct regular field visit to monitor and provide technical support to EWS, partner staff to ensure that activities are implemented according to IRC and donors’ standards.
- Provide constructive feedback to EWS members, CBOs, and other frontline staff during field visits.
- Prepare and share timely project activities reports particularly the risks assessment reports, EWS activity, rapid needs assessment in case of Crisis modifier activation…
- Support Snr project Manager in project reports: mid – terms and final.
- Collaborate with relevant stakeholders including staff, EWS and CBOs members and share any alert related to event/emergency.
3. Coordination and working relationship
- Work closely with IRC field offices and partners including local authorities.
- Collaborate with IRC CET team to provide in timely and appropriate manner support to crisis affected persons.
- Conduct on monthly basis a rapid check on EWS to ensure that they are operational and updated to take a rapid action in case of event.
- Work collaboratively with Supply Chain and finances departments to procure and dispatch emergencies items/kits during events.
Qualifications
REQUIREMENTS;
- Master’s degree in international relations,
International Development, Public Health, Disaster Management, or another
relevant field.
- Minimum 4 years humanitarian or development
experience in emergency or humanitarian contexts.
- Strong understanding of humanitarian
principles, emergency program management, and security management in
high-risk environments.
- Ability
to modify and maintain plans for multi-hazard and disaster response.
- Ability to utilize systems related to emergency planning
and communications, crisis management tools, mass notification systems,
emergency alert systems and auxiliary communications services.
- Ability to prepare and present emergency
preparedness and response training and presentations to a wide variety of
audiences, including public safety personnel, disaster service workers,
volunteers, community members and local officials.
- Good computer skills in MS Office, especially
Excel and Word – with experience in writing reports.
- Self-motivated and pro-active attitude with
good organization, planning, and analytic skills, including prioritizing
work, multi-tasking, and attention to detail.
- Flexibility and ability to work under pressure and in
constantly evolving work environments.
- Demonstrated analytical, systematic-thinking, and
problem-solving skills are definite assets.
- Language: Speak
English fluently
- Willingness to travel to various project
locations.
