INTRODUCTION TO GGGI PNG PROGRAM

Papua New Guinea (PNG) joined the Global Green Growth Institute (GGGI) in 2012, embarking on a partnership to foster sustainable and inclusive economic growth. GGGI's presence in PNG, established in 2018, supports the government's integration of climate-resilient green growth (CRGG) strategies and the execution of green growth projects through mobilization of climate finance and investments.

The GGGI PNG main office is embedded within the Climate Change Development Authority (CCDA), government of PNG, with presence in the Center of Excellence for Financial Inclusion at the Central Bank of Papua New Guinea, and at the sub-national level within Enga, New Ireland, and Milne Bay Provincial Government Administrations. GGGI PNG Program is scaling up its activities with the support from Australia, New Zealand, GCF, USA, and France for inclusive green economic growth for PNG over the next five years with a target to mobilize USD 500 million in climate investments and scale up climate resilience and green growth planning at national and subnational levels. 

 

PROJECT BACKGROUND

In 2017, Papua New Guinea's (PNG) energy sector accounted for the largest net emissions at 80.5%, mainly due to increased fossil fuel consumption from manufacturing and construction, as well as road transportation. The transport sub-sector contributed approximately 23% to the total energy sector emissions in 2017[1], a significant increase from 17% in 2015[2]. With the projected growth in the number of vehicles (155,000 in 2005 to 600,000 by 2030[3]), emissions from the transport sector are expected to double over 20 years under a business-as-usual scenario. PNG is committed to carbon neutrality in the energy industries sub-sector, aiming to achieve this through increased use of renewables and reducing fuel consumption in the transportation sector, including the introduction of hybrid and electric vehicles.

This Readiness project “Promoting Electric Mobility in Papua New Guinea” aims to overcome barriers hindering electric vehicle (EV) adoption in Papua New Guinea (PNG), addressing issues like coordination, expertise, planning, and public awareness. It seeks to reduce greenhouse gas (GHG) emissions by promoting EV mobility, supporting PNG's emission reduction goals, especially in the transport sector. Key outputs include establishing stakeholder engagement mechanisms, training relevant stakeholders for Green Climate Fund (GCF)-funded activities, conducting research studies, identifying climate technologies, and developing sectorial strategic frameworks. These efforts aim to facilitate planning and implementation of GCF-funded activities, ultimately contributing to PNG's GHG emission reduction targets and promoting sustainable transportation solutions.

OBJECTIVES OF THE ASSIGNMENT

The objective of the assignment for the Transport Sector GHG Modelling Specialist (the Specialist) is to develop a comprehensive GHG emission model specific to the road transport sector in Papua New Guinea (PNG). The Transport Sector GHG Modelling Specialist will undertake the following activities over approximately 50 days:

  1. Conduct a thorough situation analysis to identify existing data gaps in road transport and requirements for GHG modelling development in the road transport sector in PNG.
  2. Review and present approaches in transport sector GHG modelling from best practices (including pros and cons) and suggest an appropriate approach considering PNG’s national context.
  3. Design and develop an excel-based road transport emission model for PNG to accurately capture vehicle stock, energy usage, GHG emissions, and local pollutant emissions.
  4. Collect and verify data essential for emission modeling, including vehicle types, fuel types, emission standards, and other relevant parameters.
  5. Conduct a two-day training workshop to impart knowledge and skills on the road transport emission model to the Department of Transport (DoT) and Climate Change & Development Authority (CCDA) stakeholders.
  6. Share developed Excel-based GHG model with user manuals for update and maintenance.
  7. The Specialist will collaborate closely with the PNG government agencies and relevant stakeholders to ensure the developed GHG emission model aligns with national priorities, is implementable, and supports PNG's emission reduction goals.

  • Organization and facilitation of a two-day training workshop aimed at imparting knowledge and skills on the road transport emission model to stakeholders from the Department of Transport (DoT), Climate Change & Development Authority (CCDA), other government agencies, and relevant stakeholders in PNG.
  • Workshop report including participants feedback and way forward.

  • All reports must be in English (United States usage) prepared in accordance with GGGI’s formatting requirement and submitted in electronic formats along with complete sets of raw data, research materials, and related information.
  • All deliverables, reports, data and information, and other documents prepared or received from the stakeholders from the start to the end of the assignment shall be saved in MS Teams Platform created by GGGI.
  • Costs related to multi-stakeholder convenings such as workshops and training will be covered by GGGI.
  • The Specialist is responsible for his/her own travel within Port Moresby and no transportation cost will be covered by GGGI.
  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
  • All reports and deliverables must be approved by the GGGI with the agreement of the Department of Transport.
  • The Specialist shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Specialist shall prepare and submit the final versions of the report. 

 

EXPERTISE REQUIRED

The Specialist must have:

  • An advanced university degree (at least Master’s Degree) in relevant field such as Transportation, Civil Engineering, Environmental Engineering, International Development, Sustainable Development Policy, Urban Planning, E-Mobility, Environmental Management, and/or Economics.
  • Minimum of 15 years of professional experience in preparation of GHG inventories, especially in the transport sector and working experience in the area of policy development, policy incentive advisory related to sustainable transport, low carbon transport/mobility and is preferrable, promoting sustainable, low carbon transport solutions and related initiatives.
  • Familiarity with relevant software, including spreadsheets, data collection systems, key source analysis, uncertainty assessment, and QA/SC planning.
  • Experience or knowledge in fuel efficient vehicles and e-mobility is a plus.
  • Strong analytical and research skills Knowledge of UNFCCC (United Nations Framework Convention on Climate Change) National Communications process and Enhanced Transparency Framework is a strong asset.
  • Good understanding of transport sector and relevant policies in PNG.
  • Ability to apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources, which are often difficult to access, in support of delivery of good quality outputs and well-written reports.
  • Excellent written and spoken communication skills in English are essential, enabling effective interaction with project stakeholders and the preparation of comprehensive reports and presentations among diverse participants.
  • Knowledge of the local language (if applicable, specify) is advantageous, facilitating communication with local stakeholders and enhancing project impact.
