The Directorate for Education and Skills (EDU) leads the Organisation’s work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. The Directorate carries this out by providing statistics, analysis and policy advice to countries on a wide range of educational topics.

Within the Directorate, the Programme for International Student Assessment (PISA) measures 15-year-olds’ ability to use their reading, mathematics and science knowledge and skills to meet real-life challenges across more than 90 countries and economies.

EDU is looking for an Analyst to advance the development of current of future PISA surveys. The selected candidate will play a key role in co-ordinating and monitoring progress with ongoing PISA survey cycles, working closely with international contractors and participating countries. The selected candidate will also play a key role in developing the design of future PISA surveys.

The selected candidate will report to the Senior Analyst in charge of PISA’s survey management and the Head of the Early Childhood and Schools Division, in close collaboration with the other Analysts in PISA.

Job Description

Main Responsibilities

Co-ordinate the implementation of PISA 2025

  • Oversee the timeline for PISA 2025 and contractors’ deliverables against the timeline, and coordinate inputs from colleagues as needed to conduct this oversight.
  • Coordinate OECD reviews of documents and deliverables received from PISA 2025 contractors. This includes liaising with colleagues in EDU and other directorates.
  • Review manuals, timelines and other deliverables.
  • Participate in and prepare the agenda for bi-weekly meetings with contractors.
  • Support the implementation of PISA in any other way, as needed.

Contribute to the preparations of PISA 2029

  • Draft elements for the terms of reference and contracts for PISA 2029.
  • Co-ordinate the evaluation of bids, contract negotiations and the preparation of contracts.
  • Support and coordinate the activities and procedures required for the successful call for tender and contract process, including the preparation of the expression of interest, organising bidder seminars, and drafting notes for the procurement board.

Contribute to the implementation of the PISA Foreign Language Assessment (FLA) international option

  • Support the implementation of the FLA, following up on the timely implementation and on the tasks that are being implemented by different actors, attending meetings with the contractors and reviewing deliverables.
  • Support the preparation, review and quality control of the FLA questionnaires.
  • Review manuals and other data collection documents.
  • Coordinate the review of technical documents by OECD staff and external experts.
  • Support the implementation of grants, including the preparation of narrative reports.
  • Prepare contracts and purchase orders for external experts.
  • Coordinate external experts.

Coordinate the finalisation and publication of technical publications

  • Liaising with internal and external authors.
  • Final formatting, review of introductions and review of the publications for O.N.E. compliance.
  • Coordination of the external reviewers, for the documents that require it.
  • Coordination with the Directorate’s Communication team.
  • Coordination of the external contractors in charge of formatting, design and editing, including all management activities for the procurement of their services and their payment.
  • Support the dissemination of the publications (creation of websites, dedicated landing page within the PISA website, preparation of launch webinars.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics, law, social sciences or similar field.

Professional Background

  • A minimum of 2 years of experience in developing or overseeing large-scale educational assessments.
  • A minimum of 2 years of experience in working in a national government, international organization or similar.

Tools

  • Excellent command of, and experience in the Microsoft Office Suite (Word, Excel, Outlook, PowerPoint). Knowledge of the OECD software O.N.E would be an advantage.

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.
