The Caribbean Development Bank (CDB/the Bank) is seeking to recruit an Intern, Legal.  The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.

LEGAL DEPARTMENT

The Legal Department is responsible for providing legal services to the Caribbean Development Bank (CDB).  The Legal Department serves the entire Bank and, accordingly, provides services relating to both project and non-project activities.  This will typically include services relating to lending, grant, guarantee and other financings, as well as advisory services and restructurings, resource mobilisation (borrowings, capital increases, replenishments, and funds under administration) and all administrative and institutional matters.  The Legal Department also ensures that, in the conduct of its affairs, the Bank is in compliance with its Charter and international and municipal law. It is also responsible for ensuring that the negotiations and drafting of all Bank agreements are in compliance with relevant law. The Department also provides advice and counsel to ensure the Bank’s activities are conducted in accordance with existing policies, rules, and procedures. The Department has considerable interface with CDB’s Borrowing Member Countries, lenders and development partners.  

THE ROLE

The position will report to the General Counsel (GC).  It is accountable for providing legal services to CDB to assist in ensuring that CDB’s internal operations and external business activities are conducted without detriment to the organisation and with due observance of its Charter.

KEY RESPONSIBILITIES

Responsibilities of the Intern will include, but are not limited to, the following tasks:

  1. Conduct legal research on a diverse range of assigned issues in international law using multiple research sources.
  1. Assist in the review of legal documents, policies, procedures, or other Bank related material.
  1. Assist in the drafting of Memoranda of Understanding and Letters of Intent in furtherance of the Bank’s negotiation and entering into strategic partnerships with other MDBs or International Organisations.
  1. Assist in developing a framework for classification and issuance of normative instruments within the Bank, including identifying key responsibilities and guidelines for operationalising the framework.
  1. Assist in the preparation of agreements and contracts with governments, consultants and other public and private entities.
  1. Perform any activity or manage any other tasks related to the work of the Legal Department as designated or delegated by the GC.

EDUCATION

  • Currently pursuing a Legal Education Certificate (LEC) or recently completed/graduated from Law School (not more than 12 months)
  • General understanding of international financial institutions
  • Excellent research ability
  • High ethical standards and an uncompromising sense of integrity, ethics, personal responsibility, ambition and accountability

COMPETENCIES

The Intern should demonstrate strong proficiency in the following competencies:

  • Excellent oral and written communication skills.
  • Strong analytical and critical thinking skills.
  • Ability to perform extensive legal research, selecting relevant material, analysing voluminous information and accurately presenting findings. 
  • Ability to apply legal and administrative expertise to analysing a diverse range of complex and unusual issues and problems, using discretion and sound judgement to develop innovative and creative solutions.
  • Ability to listen and communicate effectively, including the ability to prepare, and present clear and concise briefs, reports and papers to assist the GC.
  • Ability to effectively manage time and tasks autonomously (with adequate supervision), taking ownership of tasks assigned and proactively anticipating next steps.

This assignment will be carried out over a 3-month period, commencing in June 2024.
