Duties and Responsibilities
ESCAP jointly implements the Pacific Climate Change Migration and Human Security (PCCM-HS) programme with the International Organization for Migration (IOM), International Labour Organization (ILO), Office of the High Commissioner for Human Rights (OHCHR), and Pacific Islands Forum Secretariat (PIFS), along with Platform on Disaster Displacement (PDD). The PCCM-HS programme seeks to protect and empower communities adversely affected by climate change and disasters in the Pacific region, focusing specifically on climate change and disaster-related migration, displacement and planned relocation. The PCCM-HS programme extensively supported the Pacific member governments in developing a draft regional framework on climate mobility, which was endorsed by the Pacific Leaders in 2023. The Programme is expected to continue its support for capacity-building and coordinated responses to climate change and disaster-related mobility, engaging with Pacific Governments and non-government stakeholders. ESCAP role in this programme is focused on the regional level activities, ensuring the synergies with the national activities undertaken by the programme partners. Thus, the consultant's role is to support the ESCAP Pacific Office on the delivery of ESCAP activities in the PCCM-HS Programme, including extensive consultation and communication with Pacific member states and programme partners, as well as other stakeholders in the Pacific including regional organisations and civil society. The consultant will work under overall supervision of the Head of the ESCAP Pacific Office, and work closely with the programme implementing partners. Tasks and provisional time frame are as follows. A. Support finalisation of a Terms of Reference of a consultant to be engaged in developing a regional implementation plan of the Pacific Regional Climate Mobility Framework (“Framework”) in close coordination with the programme partners and assist in the identification of appropriate candidates [April – early May 2024] B. Maintain close consultations with Pacific Island Forum member governments, in particular the Governments of Fiji and Tuvalu which are serving as Co-Chairs of the Joint Working Group (JWG) resumed to oversee the development of the implementation plan of the Framework [ongoing basis] C. Liaise with JWG Co-Chairs and support them for the preparation of JWG scheduled every quarter, as well as with programme partners and other JWG members as needed. [tentatively at the end of every quarter] D. Advise on and provide for the development of the implementation plan of the Framework as needed, including consultation with the consultant engaged in developing the implementation plan and review of the draft plan [July – August 2024] E. Support the substantive preparation for the regional webinar and regional consultation meeting planned to be organised in the 4th quarter of 2024 and the 1st quarter of 2025 and facilitate stakeholder consultations [September – November 2024] F. Coordinate and facilitate ad hoc consultation with partners and stakeholders on the development of the implementation plan of the Framework [ad hoc throughout the contract period, most likely after 3rd quarter 2024] G. Support the substantive preparation for the regional webinar and regional validation meetings scheduled to be organised in the 1st quarter of 2025 and facilitate stakeholder consultations [February – March 2025] H. Liaise and hold consultations with with JWG Co-Chairs and relevant stakeholders as needed in follow-up to the regional validation meeting [March – May 2025] I. Support and coordinate with Pacific Island Forum Secretariat for any relevant inputs required for reporting on the implementation plan to the PIFS Committees and Governing Meetings as appropriate.
Qualifications/special skills
Post graduate degree in international relations, social development, climate change, or a related field. At least seven years of experience working on policy issues with senior government officials in the Pacific island sub-region, multilateral negotiation at international and regional level, project management, monitoring and coordination in a multi-stakeholder setting. In-depth knowledge of the Pacific sub-regional policy context related to migration and climate change highly desirable. Knowledge of UN and Pacific subregional inter-governmental processes highly desirable.
