Overview

The project “EU Regulatory Compliance with Landscape Impact: Achieving climate resilience and nature conservation through EU compliant, sustainable agricultural value chains and landscape measures in South America” advocates for innovative tools verifying both EU compliance and sustainability norms in human rights, labor, and regenerative practices in Argentina, Colombia, Paraguay and Peru.

In Peru, the project will focus on coffee and cacao in the region of San Martin. It will integrate value chain management, landscape approach, and enabling conditions, it mitigates landscape degradation, enhances ecosystem restoration, and fosters social justice. This initiative minimizes deforestation-associated trade leakage, fostering sustainable, long-term Europe-South America relations.

The preparation phase has been designed to foster a collaborative and joint construction of the project proposal, aiming to make the best use of partners’ experience and available resources, targeting effectiveness and efficiency, which has resulted in the identification of synergies that may exist between the work-packages proposed for the project.

Duties and responsibilities

The main objective of the preparation phase is to develop a technically feasible project proposal to enable supply chain actors of soy, cattle, palm oil, coffee, and cacao to comply with the EUDR and to implement landscape conservation and restoration investments and supportive policies.

To provide expert support on regulatory and political analysis regarding the EU Deforestation Regulation (EUDR) compliance and sustainable production and standards (conservation and restoration), including financial and economic mechanisms, linked to the cacao and coffee supply chains at national and subnational level (selected landscapes) in Peru during the project preparation phase.

To support the interaction and relationship with key political/regulatory actors linked to cacao and coffee supply chain, coordination with gender and supply chain specialists, including participation in the country mission.

The Consultant will produce the following outputs:

1. Detailed work plan describing activities and proposed methodology
2. Draft report structured with background, methodology and thematic chapters containing the following:
   • analysis of the enabling or limiting political/regulatory framework for EUDR, including a complete and comprehensive matrix of policies instruments. The matrix should include geographical scale, supply chain, gender focus (Y/N). This review should focus on key areas (including land-use rights, environmental protection, third party rights, labor rights, human rights protected by international law, the principle of free, prior, and informed consent, and trade, customs, tax, and anti-corruption regulations).
   • status of actions
   • characterization of current financial and economic mechanisms, the gaps for EUDR compliance. Flag the most relevant conditions and mechanisms.
   • Key topics/questions for country mission discussions
   • Lists of actors interviewed or attended participants to consultations (gender differentiated)
3. Final report completing the thematic chapters:
   • Completion of point “a” of draft report. The complete analysis must also include key elements identified and discussed during the country mission & regional workshops.
   • Completion of point “b” of draft report. The complete analysis must also include key elements identified and discussed during the country mission & regional workshops.
   • Completion of point “c” of draft report. The analysis must also include key elements identified and discussed during the country mission & regional workshops and must integrate recommendations for improvement.
   • Complete lists of actors interviewed or attended participants to consultations (gender differentiated).

Education, knowledge and experience

Education, knowledge and experience
• Technical experts in EU regulatory and policy, particularly EU Deforestation Regulation in supply chain and restoration initiative
• Available network of local experts in Peru for data collection purpose
• Proven experience conducting regulatory and policy analysis.
• Technical experts with excellent communication, facilitation and interpersonal skills
• Extensive experience producing written products (in English and Spanish) for a variety of audiences, including bilateral and multilateral partners, and governments.
• Technical experts with a strong knowledge of issues related to forests and climate change, restoration, supply chain are preferred.

• Engagement: the consultant must seek and have the ability to properly engage with relevant stakeholders.
• Responsibility: the consultant must conduct activities with a high degree of responsibility ensuring quality in the preparation of deliverables
• Mutual collaboration: the consultant must be flexible for adapting methodologies in coordination with CIFOR-ICRAF
• Problem solving: the consultant must be capable of solving any problems that may arise during the preparation of deliverables.
• Technical competences and experience in Peruvian Laws and regulations

Terms and conditions

• This is an assignment for a preparation phase project.
• The duration of the assignment is expected to take more or less 3 months, with an expected starting date on 13 May 2024.
• Work location: Home-based with necessary contacts in project priority countries (Argentina, Colombia, Paraguay and Peru).
