Overview of position

Our client in Yemen seeks to engage the services of highly skilled & experienced Civil Engineers for the preliminary & detailed assessment, design & supervision for the rehabilitation of damaged & unmaintained water storage, irrigation infrastructure & flood control works under the ERA project.

Role objectives

Conduct preliminary & detailed assessment, design & supervision for the rehabilitation of damaged & unmaintained water storage, irrigation infrastructure & flood control works under the ERA project. Expected output include but are not limited to:

  • Preliminary assessment report.

  • Prepare preliminary design report.

  • Detailed design report.

  • Progress reports (construction supervision).

Preliminary assessment report which includes but not limited to:

  • Mapping for the exiting damaged or unmaintained infrastructure.

  • List of interventions for the district, per sub district & village level.

  • GIS map indicating the locations of the proposed interventions, types, number of beneficiaries & other relevant attributes.

Preliminary design report which includes but not limited to:

  • Feasibility study of the proposed intervention considering technical, socio economic & environmental aspects.

  • Prioritization of the interventions based on the specified criteria stipulated on the project.

  • An intervention plan indicating the design parameters for detailed assessments & technical engineering design.

  • Detailed assessment for the infrastructure works indicating their structural integrity.

Preliminary engineering designs including drawings for the following packages:

  • Package 1: Water storage infrastructure (surface / sub surface dams, ponds, cistern wells etc.).

  • Package 2: Diversion structures & irrigation canals (rehabilitation / installation of irrigation system).

  • Package 3: Flood control & soil protection works (gabions, dykes, check dams etc.).

Detailed design report which includes but not limited to:

  • Scope of work.

  • Method statement adhering to environmental & social safeguard.

  • Site specific materials BOQs (billed & unbilled).

  • General & technical specifications.

  • A timeline showing the sequence of work & the expected completion date for each phase.

  • Operation & maintenance manual.

Monthly progress report in graphical form, relative to the contractors’ approved contract schedules, which includes but not limited to:

  • Summary of project activities & accomplishments.

  • Financial status update.

  • Minutes of site meetings.

  • Issues requiring the attention of our client & contractors.

  • Quality assurance.

  • A work plan for next reporting period.

  • Recommendations to contractor payment certificates.

Project reporting

This role reports to the line manager.

Key competencies
  • Must have a minimum of bachelor’s degree in civil engineering, irrigation engineering or any related field with a minimum of 5 years of relevant professional experience in the design & construction supervision of water / hydraulic community infrastructure involving international donors, this includes irrigation canals, diversion canals, control structure, water harvesting, flood mitigation measures, soil erosion protection etc.

  • Experience working in rural areas & with local communities.

  • Experience in complex / protracted emergencies would be an asset.

  • Fluency in English & Arabic is required.

  • Experience in the usage of computers & office software packages (MS Word, Excel, etc), engineering programs (Auto CAD, Civil 3D) & Arc GIS.

  • Experience in supervising the construction of community infrastructure.

  • Knowledge in geotechnical & topographic assessments & surveys for water infrastructure & irrigation canals.

This role has no team management responsibility.
