Result of Service
The consultant is required to: A.1: Provide substantive inputs to the first draft legal and institutional mechanisms/ measures to ensure the sustainability of the country’s compliance with its national reporting obligation for submission to relevant ministries for their consideration (activity to be undertaken in Chad only, as has been completed in Burkina Faso and Equatorial Guinea) (activity B of the agreements); B.1-2: Provide substantive inputs to the second draft legal and institutional mechanisms/ measures for submission to the stakeholders for consideration at the awareness-raising and training workshop (activity to be undertaken in Burkina Faso and Chad only, as has been completed in Equatorial Guinea) (activity B of the agreements); C.1-2: Provide methodological, strategic and technical inputs to the programme, presentations and other supporting materials of the two-day awareness-raising and training workshop to undertake consultations on the draft legal and institutional mechanisms/measures developed and participate in the workshop (activity to be undertaken in Burkina Faso and Chad only, as has been completed in Equatorial Guinea) (activity D.1 of the agreements); D.1-2: Participate in the two-day awareness-raising and training workshop referred to in paragraph C.1-2 above (activity to be undertaken in Burkina Faso and Chad only, as has been completed in Equatorial Guinea) (activity D.1 of the agreements); E.1-2: Provide substantive inputs to the third draft legal and institutional mechanisms/ measures developed and submitted to stakeholders for endorsement at the evaluation meeting (activity to be undertaken in Burkina Faso and Chad only, as has been completed in Equatorial Guinea) (activity B of the agreements); F.1-3: Provide substantive inputs to the development of the final draft legal and institutional mechanisms/measures to ensure the sustainability of the country’s compliance, incorporating the feedback received from the stakeholders during the national evaluation meeting, for transmission to relevant entities responsible for consideration/adoption (activity to be undertaken in all three countries) (activity F of the agreements). The consultant shall undertake these activities in accordance with the timeframes indicated in the agreement and as may be further indicated by the Secretariat.

Duties and Responsibilities
The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. A consultant shall be retained to provide assistance to Burkina Faso’s Ministère de l'Environnement, de l’Économie Verte et du Changement Climatique (MEEVCC), Equatorial Guinea’s Ministerio Pesca y Medio Ambiente and Chad’s Ministry of Environment, Fisheries and Sustainable Development in undertaking the activities listed in the small-scale funding agreements (“agreement”) signed respectively by Burkina Faso (SSFA-SBC-2137/Amendment N°1), Equatorial Guinea (SSFA-SBC-2136/Amendment N°1) and Chad (BRS-SSFA-2219) with UNEP/Secretariat of the Basel Convention. The agreements aim at assisting Burkina Faso, Equatorial Guinea and Chad in the implementation of their compliance action plan, as approved by the Implementation and Compliance Committee in decisions CC-14/5, CC-14/6 and CC-14/11/Add.1, to resolve their implementation and compliance difficulties with their national reporting obligation under paragraph 3 of Article 13 of the Basel Convention. The consultant’s responsibilities will be to provide guidance and substantive support to Burkina Faso’s MEEVCC, Equatorial Guinea’s Ministerio Pesca y Medio Ambiente and Chad’s Ministry of Environment, Fisheries and Sustainable Development to undertake activities of its compliance action plan of a legal and institutional nature. Under the supervision of the Programme Officer, the consultant will support Burkina Faso’s MEEVCC, Equatorial Guinea’s Ministerio Pesca y Medio Ambiente and Chad’s Ministry of Environment, Fisheries and Sustainable Development, in: 1. Developing draft legal and institutional mechanisms/measures to ensure the sustainability of the country’s compliance with its national reporting obligation (activity B of the agreements); 2. Organizing an awareness-raising and training workshop to undertake consultations on the draft legal and institutional mechanisms/measures developed (activity D.1 of the agreements (only for Chad and Burkina Faso); 3. Developing final draft legal and institutional mechanisms/measures to ensure the sustainability of the country’s compliance and ensuring these are transmitted to relevant entities responsible for consideration/adoption (activity F of the agreements).
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent degree) in international law and/or environmental affairs. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least seven years of work experience in the field of implementation and enforcement of multilateral environmental agreements, including the Basel Convention is required; • At least five years of experience in the field of hazardous wastes management, development of legal mechanisms and measures, or national reporting is required, as they relate to multilateral environmental agreements, in particular the Basel Convention.
Languages
• Fluency in English is required (oral and written) and fluency in Spanish and French is desirable.
