Programme Officer for Diakonia MENA (Egypt). Fixed term 6-month contract at 100% with the possibility of extension based on budget availability and performance.

We are looking for a passionate programme Officer to support Diakonia MENA programmes  in Egypt.

Overall purpose of the role

Diakonia MENA (Egypt) is looking for a Programme Officer who will report to the Country Representative (Egypt). The Programme Officer will play a vital role in grant management, monitoring and evaluation, as well as to support the team in administrative and communication activities. 

We are looking for an ambitious person, with a can-do attitude, expertise and experience in programme design support, management, and implementation. Moreover, the successful candidate shall have experience in working with local partners.

Main Tasks and Responsibilities

The tasks and responsibilities include, but are not limited to:-

a. Programme Responsibilities (All Partner Implemented Projects)

  • Contribute to the drafting of agreements with partner organisations and consultancy contracts and ensure compliance with signed agreements.
  • Support the execution of agreements with partners and ensure compliance with requirements, including monitoring the approved budget, work plan, and Logical Framework Approach (LFA) with partners.
  • Support in the implementation, monitoring, evaluation, and learning of projects and programmes, following Diakonia's PME requirements, and submit reports as per the Diakonia global report.
  • Support in monitoring partners' programmatic development, coordinate technical and strategic assistance, evaluating their applications, monitoring implementation, conducting field visits with the country representative, and analyzing achieved results.
  • Support Competence Development Officer in partners' organisational and competence development within the Partner Institutional Capacity Strengthening Strategy
  • Contribute to developing program applications and analytical program results reports, along with required documentation in compliance with donors' specifications.
  • Ensure programmes' high quality by supporting the integration a rights-based and results-based management approach throughout the programme management cycle. Aid the implementation of effective evaluations, discussion of results, and documentation of lessons learned into learning logs to enhance partner performance and institutional and thematic capacity.
  • Ensure proper electronic archiving of the required supporting documents.

b. Planning and Resource Mobilisation

  • Keeping the Diakonia Egypt Contingency Plan updated and relevant to the context.
  • Ensure the implementation of the contingency plan, under the Country Representative supervision.
  • Tracking the risk log in relation to the programme’s implementation and partners.
  • Coordinate fundraising and partnership-building related to programmes with the Country Representative.
  • Contribute to designing and developing projects with partners in response to different funding opportunities.

c. Other Responsibilities

  • Supporting the country representative in coordination with local partners in designing and updating the country office context analysis, theory of change, and strategy.
  • Assisting in mainstreaming gender equality, conflict sensitivity, and environment in the organisation and with partners.
  • Participating in working groups and coordinating delegated processes in different areas in the country office.
  • Representing Diakonia in different networks and meetings in coordination with the Country Representative.
  • Performing any other duty as delegated by the Country Representative.

Qualifications and Experiences

  • University degree in relevant subjects.
  • 3-5 years of relevant work experience from similar assignments.
  • Experience in working with Gender Equality/ Feminist principles.
  • Advanced degree in a relevant field is a plus.
  • Excellent knowledge of spoken and written English and Arabic.
  • Excellent writing and presentation skills.
  • Excellent interpersonal skills; ability to work as a part of team as well as independently.
  • Ability to travel throughout Egypt.
  • Strong computer skills and ability to use a variety of PC software: word, excel, PowerPoint, and other related software required.

Duration: Full-time position (37.5 hours per week), 6-month fixed-term contract with the possibility of extension based on budget availability and performance.
