The Directorate for Employment, Labour and Social Affairs (ELS) is the focal point for the OECD’s work on building more inclusive and fair societies through policy advice related to quality jobs, continuous investment in human capital, reduction in poverty and social exclusion, better health-care systems and good management of migration flows.

The successful candidate would work with a team of experienced policy analysts and modellers to examine the effect of tax and benefit systems on individuals and the economy. The team is responsible for the update and development of the OECD tax and benefit database, which provides resources to facilitate evidence-based analysis of tax and benefit systems.

In addition, the successful candidate will contribute to the review of existing social protection architectures in a number of OECD countries and support the development of policy recommendations to enhance protection while maintaining work incentives.

Job Description

Main Responsibilities

Research, analysis and modelling:

  • Provide empirically supported policy analysis and identify key labour market and social protection policy challenges facing selected OECD countries.
  • Provide empirical analysis to support the development concrete policy advice.
  • Monitor and assess recent changes in the tax and benefit systems of selected OECD countries.
  • Identify and summarise key features of recent tax and benefit reforms from information provided to the Secretariat by a network of national expert.
  • Design and assess the impact of forthcoming and hypotetical tax-benefit reforms on family incomes, government budgets and other outcomes such as poverty, inequality and labour force participation, using tax-benefit microsimulation models.
  • Help update the OECD tax-benefit database and the associated TaxBEN model.
  • Contribute to the update of the annual country reports that describe the characteristics of the tax and benefit systems of the member countries.
  • Implement and validate national policy rules into the OECD Tax-Benefit calculator.

Dissemination, liaison and outreach:

  • Work alongside other team members to draft reports in the area of social protection and unemployment insurance.
  • Contribute towards disseminating headline OECD tax-benefit indicators and related analytical reports.
  • Contribute to the maintenance and development the project webpage and the associated data warehouse.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree or a Master in economics, social science, law and economics or another relevant field of study, with a strong foundation in quantitative analysis and statistics. A PhD would be a strong advantage.

Professional Background

  • Three to five years' of recent professional experience in the area of social protection and redistributive policies. Holding a PhD with a focus on these fields is equivalent to two years of experience.
  • Experience in quantitative analysis of large datasets, such as household surveys or administrative microdata. Recent experience of developing and using tax-benefit simulation models would be an advantage.
  • In-depth knowledge of the economics of inequality, redistribution, social and fiscal policy issues, labour economics and recent policy developments, preferably in a comparative context. Ability to identify and summarise key features of tax and benefit systems.
  • Very good organisational skills, ability to work effectively on the basis of general instructions and with minimum supervision.
  • Excellent interpersonal skills. Proven self-motivation and ability to take the initiative.
  • Excellent drafting and communication skills and proven ability to produce reports under tight deadlines.

Tools

  • Excellent knowledge and experience in the use of statistical and econometric software (e.g. Stata, R, Python).
  • Demonstrated programming experience and solid knowledge of key programming structures and concepts
  • Knowledge of population-based microsimulation models such as EUROMOD or similar country-specific models would be a strong asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Fluency in Spanish would be a strong asset.

Contract Duration

  • 13-month fixed term appointment, with the possibility of renewal.

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in late-May 2024 and panel interviews are planned for early July 2024.
