As a knowledge frontier organization for sustainable development in the UN Development System, UNDP aims to develop integrated responses to these issues and serves as the integrator for collective action for the achievement of the Sustainable Development Goals (SDGs). In addition to multi-lateral and bi-lateral partnerships, UNDP provides countries with specialized integrated technical services for eligibility assessment, programme/project formulation and implementation, capacity development, policy advice, advocacy, technical assistance, training   and   technology   transfer, mobilization of co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management services.

The UNDP Country Office (CO) in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by strengthening democratic institutions, improvement of governance effectiveness, reduction of poverty and inequalities and addressing climate change and biodiversity issues. In this context, to meet specific country needs and demands, the CO in Brazil has designed a programme portfolio that includes three mutually reinforcing work streams crafted around three teams:

• Inclusive   Socio-economic   Development:   poverty   reduction, social   policies livelihoods   public-private partnerships, inclusive markets and growth.

• Environmentally Sustainable Development: nature-based solutions for development, climate change, energy efficiency, sustainable production, chemical disaster risk reduction, among others.

• Governance and Justice for Development:  prevention of violence, justice, transparency, anti-corruption, human rights, local capacity development

The Environmentally Sustainable Development team is clustered into the larger Programme Team and works in an integrated manner with the Governance and Inclusive Socio-Economic Development teams in anchoring UNDP’s Programme portfolio in Environmental and Sustainable Development areas by providing thought leadership and enabling innovation and cross-cutting development solutions that are amplified by UNDP knowledge, research, and stand-out policy advice.

Under the direct supervision of the Programme Officers of the Environmentally Sustainable Development unit, the Project Analyst (Project Manager) will be responsible for providing technical advice, managing the implementation and monitoring of projects in direct execution (DIM) and/or national modalities (NIM) assigned to her/him. Thus, the Project Analyst (Manager) will be responsible for all management activities related to project implementation, ensuring the fluid execution of projects, the consistency of their implementation and compliance with UNDP and donors’ rules and regulations, in addition to providing substantive technical contributions in the projects' focus areas, contributing to the positioning and expansion of UNDP's activities in the reference themes.


Deveres e responsabilidades

The responsibilities of the Project Analyst include, but not limited to, the following:

1. Manage the overall conduct of the projects:
a. Plan the activities and related procurement plan and monitor progress against the approved workplan.
b. Analyze project flows and processes to support information management.
c. Propose information management and process optimization mechanisms.
d. Support, facilitate or execute communication and relationship activities with stakeholders.
e. Carry out other managerial duties that contribute to the efficiency in the execution of projects under their responsibility.
f. Provide support and technical inputs to optimize operational efficiency and strengthen the social and environmental impact of the initiatives, aiming to scale and improve the sustainability of projects results as well as other opportunities on subnational and national level.

2. Supervise and coordinate the work of all project staff, consultants and sub-contractors ensuring timing and quality of outputs.
a. Provide and organize team training on budget operation and management, promote discussion on lessons learned / best practices and contributions.
b. Carry out regular performance reviews of team members.

3. Coordinate the recruitment and selection of project’s personnel, consultants and sub-contracts, including drafting terms of reference and work specifications and overseeing all contractors’ work.
a. Execute activities by managing personnel, goods and services, training and low-value grants, including drafting terms of reference and work specifications, and overseeing all contractors’ work.

4. Track progress and monitor:
a. Events as determined in the project-monitoring plan, and update the plan as required.
b. Provide support for completion of assessments required by UNDP, spot checks and audits.
c. Requests for the provision of UNDP financial resources through funding advances, direct payments or reimbursement using the adequate forms.
d. Financial resources and accounting to ensure the accuracy and reliability of financial reports.
e. Progress, watch for plan deviations and make course corrections when needed within project board-agreed tolerances to achieve results. Ensure that changes are controlled, and problems addressed.

5. Perform regular progress reporting to the project board as agreed with the board, including measures to address challenges and opportunities.
a. Prepare and submit financial reports to UNDP on a quarterly basis.
b. Manage and monitor the project risks – including social and environmental risks - initially identified and submit new risks to the Project Board for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log.
c. Ensure that the indicators included in the project results framework are monitored annually in advance of the Project Implementation Report (PIR) submission deadline so that progress can be reported.
d. Prepare the Project Implementation Report (PIR).
e. Assess major and minor amendments to the project within the parameters set by the donor and UNDP.
f. Monitor the implementation of plans including the gender action plan, stakeholder engagement plan, and any environmental and social management plans.
g. Capture lessons learned during project implementation.
h. Advise and monitor the carrying out of independent assessments and internal and external audits.
i. Support the Mid-term Review and Terminal Evaluation process. 
j. Prepare revisions to the multi-year workplan, as needed, as well as annual and quarterly plans if required.
k. Conduct the inception workshop and prepare the report no later than one month of its realization.

The incumbent performs other functions within their functional profile that they consider necessary for the efficient functioning of the project.

The Project Analyst will be directly supervised by the Programme Officers of the Environmentally Sustainable Development Unit.

Habilidades e experiência necessárias

Requisitos mínimos de educação:
• Advanced university degree (Master´s degree or equivalent) in Economics, Environmental Science, Agricultural Science, Environmental Management, Public Policy, or related field is required, or
• A first-level University degree (Bachelor´s degree) in Economics, Environmental Science, Agricultural Science, Environmental Management, Public Policy, or related field in combination with 2 additional years of qualifying experience will be given due consideration in lieu of Master´s degree.

Anos mínimos de experiência profissional relevante:
• A minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing management advisory services on environmental issues and hands-on experience in design, monitoring and evaluation of sustainable development projects in Brazil, preferably in the environment and/or climate change fields.

Habilidades necessárias:
• Experience in the use of computers and office software packages and handling of web-based management systems.
• Minimum relevant professional experience of 2 years implementing development projects.

Habilidades desejadas, além das competências abordadas na seção Competências:
• Experience in implementation of traditional people, indigenous populations and/or community-based projects in Brazil is an asset.
• Knowledge of Results-based Management (RBM) tools is also considered asset.
• Experience in implementing GEF/GCF projects is an asset.
• Technical knowledge of aspects related to the mainstreaming of biodiversity and phytotherapics’ value chains is an asset.
• Prior experience with the United Nations and other international organisms.
• Experience working with government counterparts.

Idiomas exigidos:   
• Fluency in Portuguese and working knowledge in English is required.
