Background:

The OSCE website is developed and maintained as a corporate platform out of the Communication and Media Relations Section (COMMS) resources for the benefit of the entire Organization. Since the last update of the OSCE web platform was done in 2014-2015, this project is introducing many areas of improvements, giving flexibility to the content contributors to showcase the impact of OSCE activities in a modern, compelling way.

The new website would bring increased understanding of the OSCE by its audiences, as well as creating stronger and more trustworthy image. In addition, this will give OSCE a website that is ready to support a major communication campaign in 2025, as well as easier publishing workflows for the executive structures.

 

Tasks and Responsibilities:

Under the general supervision of the Chief, Online Communications Unit the consultant will work in close collaboration with key stakeholders across the entire OSCE and colleagues in COMMS. The Senior Editor will revise and provide explanatory content following the editorial guidelines of the OSCE Communication Portal and suggest OSCE resources and published articles to support the written content. Working closely with the Project Manager / UX Design Lead, the Senior Editor prioritises the usability of the website and requests infographics and interactive elements as needed. The Senior Editor will highlight potential legal and compliance related aspects of written content and suggest liaising with the relevant OSCE departments as appropriate.

As the Website Editor:

1.Work in close collaboration with OSCE stakeholders;

2.Review and write clear, concise copy for static pages, adhering to OSCE tone and editorial guidelines.

3.Research, suggest and implement OSCE resources, news articles, infographics or interactive element to support content and establish links between static and dynamic pages;

4.Manage the website repository and capture all static content for later implementation via the website backend;

5.Highlight potential legal and compliance related aspects of written content and suggest liaising with relevant OSCE departments as appropriate;

6.Raise awareness for user-friendly copywriting and suggest edits;

7.Provide metadata for improved usability and accessibility;

8.Focus on semantic correctness and well-structured content;

9.Migrate and refine content using the Drupal Content Management System.

As the Website CMS Trainer:

1.Create comprehensive and engaging training materials for virtual and in-person trainings, including illustrated wiki pages and screencasts/videos.

2.Conduct group training and customized in-person trainings for OSCE website editors.

3.Manage communications to trainees, including developing an attractive and compelling invitation to CMS trainings and providing tangible incentives for participation.

4.Create additional training material to help current website editors manage the transition period between the internal and official launch of the website.

5.Advise stakeholders on the provision of useful metadata and give guidance on user-friendly content optimization and Search Engine Optimization (SEO).


Deliverables:

As the Website Editor:

-A well-maintained website repository with clear, concise content (using Confluence);

-A semantically correct and user-friendly page content structure;

-Website metadata;

-Migrated and refined content, transferred to the website backend;

As the Website CMS Trainer:

-Communication templates (ex: invitation message, reminders) for managing CMS trainings;

-Comprehensive materials for in-person and online CMS trainings;

-Conducted in-person trainings;

-Metadata provision and content optimization guidance;

The Chief, Online Communications Unit will verify the performance of the Consultant and will certify whether the services have been successfully performed.

 

Necessary Qualifications:

·First-level university degree in political science, journalism, languages, communications or other related field;

·Minimum of three years of professional experience in editing and publishing media products and online publications for a broad audience, preferably in an international, multi-cultural environment;

·Thorough knowledge of OSCE terminology and familiarity with its activities and structure;

·Proficiency in page building and content editing using a Website Content Management System (Drupal considered highly advantageous);

·Exceptional organizational skills with a proven ability to foster strong working relationships with OSCE stakeholders;

·Strong persuasive writing skills, adept at communicating complex ideas in a clear and informal manner, minimizing institutional jargon;

·Proficiency in journalistic writing and editing in English;

·Demonstrated political judgement, analytical skills and ability to function in a deadline-driven environment;

·Effective communication skills demonstrated through clear and concise expression;

·Ability to cultivate effective working relationships across diverse national and cultural backgrounds while maintaining impartiality and objectivity;

·Demonstrated sensitivity to gender issues and adeptness in integrating a gender perspective into tasks and activities;

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
