Overview

The Lesotho Male Circumcision program was launched in November 2012, as part of HIV preventive strategy. This was based on WHO recommendations, following encouraging results from three randomized controlled trials - that consistently demonstrated that circumcised men experienced significantly lower risk of HIV acquisition heterosexually. Following the pilot phase of the program at four facilities, between February and September 2012, the program was scaled-up to all the 10 districts in 2013 with numerous health care workers receiving training over the years. The training followed the WHO/Jhpiego clinical manual for male circumcision under local anaesthesia and HIV prevention services for adolescent boys and men (2009). 

 

The MOH, through Jhpiego support, aims to review and update the national training curriculum for VMMC providers. The revision is in line with the April 2018 WHO Manual for male circumcision under local anaesthesia and HIV prevention services for adolescent boys and men and to review and contextualize the 2nd edition WHO Adverse Events Action Guide for Lesotho.

The primary objective of this exercise is to ensure sustained support of medical male circumcision sites and providers, enhancing the skills of trainers and trainees towards providing high-quality services and reducing the risk of adverse events.

The revised training curriculum will consider lessons learnt from the VMMC program implementation, as well as new recommendations on various aspects of preoperative preparation, surgical procedures, post op management, adverse events management, and infection prevention.

 

The updated training curriculum and contextualized AE guide will be primarily target trainees, qualified providers and trainers involved in male circumcision services for HIV prevention and other health benefits in Lesotho. The description of techniques in the manual will cater to providers conducting procedures on males with normal anatomy and without contraindications for HIV prevention.

Responsibilities

  • Develop the Lesotho Male Circumcision Training Curriculum. The draft is to be adapted from WHO 2018 manual for male circumcision under local anesthesia and HIV prevention services for adolescent boys and men and to align it to Lesotho context.
  • Create a handbook for trainers
  • Develop workbook for participants (Circumcisers, circumcision assistants, infection prevention officers, counsellors and mobilizers)
  • Review and contextualize the 2nd edition WHO Adverse Events Action Guide for Lesotho
  • Collaborate with the national HIV TWG to ensure that the final curriculum aligns with the Lesotho health priorities as stated in HIV/TB strategic plan (2023-2028)
  • Incorporate feedback from local and external experts on the updated manuals
  • Present the modified documents to the national HIV TWG and incorporate its comments.
  • Conduct basic editing and formatting of the resultant versions of the documents.

Timeline

The consultant is expected to complete the project within 40 days from the commencement date.

Reporting to: VMMC Technical Director - Jhpiego, Lesotho. Regular communication and progress updates will be required throughout the activity.

 

Budget:

A Consultant must provide proposed daily rate with his/her proposal

Application Process:

Interested consultancy submit the proposals with budget /daily rate, references of previous policy documents they have worked on, and a detailed proposal outlining their approach to this consultancy.

Evaluation Criteria:

Candidates will be evaluated based on their qualifications, experience, proposed methodology, and cost.

Confidentiality:

The consultant is expected to maintain strict confidentiality regarding all project-related information and data.

Amendments:

The terms of reference may be subject to amendments if deemed necessary to meet project objectives.

Required Qualifications

  • Master’s degree in Medical, public health or Social Sciences
  • 5-7 years total work experience, with 5+ years of mid- to senior-level experience in technical leadership, design and management health programs, including at least 2 years of experience specific VMMC coordination at the national level
  • Demonstrated skills including verbal and written communication, strategic thinking, -building and capacity development
  • Knowledge of Lesotho Ministry of Health and PEPFAR programs, regulations, compliance, and reporting.
  • Adequate understanding of VMMC programmatic and operational best practices and development of training manuals and strategic documents
  • Ability to work in a complex environment, responsible for multiple tasks and produce high quality results in a short time
