Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Through its programmes and projects, UN Women is providing technical assistance to national partners (governmental and non-governmental), including private sector, in the implementation of existing international and national commitments to women’s rights and gender equality, it facilitates networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life.

The Country Strategic Note 2023 - 2027 focuses on four impact areas: 1. Governance & participation in Public Life 2. Economic Empowerment & Resilience, 3. Ending Violence against Women & girls, 4. Peace& Security, Humanitarian Action & Disaster Risk Reduction. To achieve progress in these areas, UN Women works with various national and international partners and as part of different national and regional initiatives. 

Gender equality and women’s empowerment are important national priorities and are also recognized as key factors in reducing poverty and achieving inclusive and sustainable growth. While policy statements, laws, and regulations often seem to be gender-neutral, they can have different impacts on women and men—and on particular subgroups of women and men—because of their different employment and livelihood activities, control of assets, household responsibilities, and prevailing gender norms and biases. Incorporating a gender lens in public sector ensures that public institutions promote gender equality and do not inadvertently reinforce gender biases and disparities. Mainstreaming can reveal a need for changes in goals, strategies and actions to ensure that both women and men can influence, participate in and benefit from development processes. This may lead to changes in organizations – structures, procedures and cultures – to create organisational environments which are conducive to the promotion of gender equality.

There is an identified need to provide continued training to new public and private sector partners that are interested in working in partnership with UN Women to increase women’s economic empowerment and build towards substantive equality.

The consultant will be reporting to WEE Programme Analyst, and will be supported by WEE Project Officers, who will be the point of contact on the contract and payment issues. 

At the request of public and private sector institutions in the Republic of Moldova, UN Women is aiming to organize a series of gender-related trainings that will provide a durable foundation for these institutions in the areas of gender equality and women’s empowerment.

The training sessions will cover a range of essential topics centered on gender equality, including fundamental concepts, gender stereotypes, workplace sexual harassment, gender-sensitive communication, sexism, and other pertinent subjects as requested. Additionally, the training will address the integration of gender mainstreaming into specific institutional policies and practices, ensuring relevance and applicability to the organization's work.

Duties and Responsibilities

Specifically, the consultant will be responsible for the following:

  1. To coordinate the training curricula along with supporting materials with UN Women.
  2. To conduct capacity-building workshops and training sessions for the designated target groups, ensuring effective delivery and engagement, accordingly to the following three modules.
  3. Fundamentals of gender equality (general aspects) – the training for each group lasts for one workday.
  4. Specific topics related to gender equality, including sexual harassment, equal pay, discrimination, the use of sexist language, etc. – the training session for each chosen topic spans a maximum of half a workday.
  5. Gender mainstreaming in policies and practices, etc, related to the specific targeted public or private institution* - the training for each group lasts for one workday.
  6. To provide brief reports to UN Women, highlighting encountered challenges and deriving lessons for future improvements and adaptations.

* The above modules are intended to be delivered to the State Labor Inspectorate, State Tax Service, Ministry of Finance, National Commission for Financial Market, LEADER network, and/or other public/private institutions.

The consultant will adapt training delivery methods according to audience preferences, offering both online and offline options. This approach will be determined through collaborative coordination with UN Women to ensure alignment with their objectives and logistical considerations.

The training sessions will be spread out over a span of 40 days throughout the 2024 year.

Consultant’s Workplace and Official Travel

Any official travel outside the Chisinau (if any), required for the execution of duties will be arranged and covered by the UN Women.

Payment Details

As full payment for the services performed by the Consultant under the conditions of the Contract, per day worked, UN Women shall pay the Consultant upon certification that the services have been satisfactorily performed, based on the timesheet submitted by the Consultant. The number of days worked is to be determined solely by UN Women.

FUNCTIONAL COMPETENCIES: 

  • Proficiency in developing, managing, and adapting corporate social responsibility policies across public and private sectors.

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in Law, Gender Studies, Social Sciences, Public Administration, International Relations, Economics or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Additional training or certification in gender mainstreaming, gender analysis, or related topics will be considered an advantage. This could include workshops, short courses, or certifications from recognized institutions or organizations specializing in gender equality and women's empowerment.

Experience:

  • At least 5 years of working experience in the field of gender equality, women's empowerment, gender mainstreaming, and /or advocacy for equal rights or related fields is required;
  • Experience in providing expertise and training in women’s empowerment and/or gender equality is required.
  • Experience developing, managing, providing advisory services in public and private sector in the fields of gender equality, gender mainstreaming will be considered an advantage.
  • Experience working for governmental agencies, international organizations will be considered an advantage.

Languages:

  • Fluency in English and Romanian is required.
  • Knowledge of Russian will be considered an advantage.
