INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page. 

In the Philippines, GGGI is implementing the Readiness Support to Strengthen the Philippines’ Capacity and Knowledge on Accessing the Green Climate Fund or Readiness and Preparatory Support Program (Readiness Programme).  GCF is a funding institution that GGGI partners closely with to support developing countries access and apply climate finance.  With this common goal and complementary delivery model, GGGI and GCF signed a Framework Readiness and Preparatory Support Grant Agreement in 2017.  Under this strategic partnership GGGI supports its member and partner countries to enhance access to GCF financing by implementing the GCF Readiness Programme.  The Programme provides resources for strengthening the institutional capacities of National Designated Authorities (NDAs) and Direct Access Entities (DAEs) to develop projects for submission to the GCF and to access Readiness Programme resources.

The GGGI Philippines Program seeks to recruit a Project Assistant Consultant who will provide administrative and technical assistance for the implementation of Development of Capacity Building Activities, Information, Education, and Communication (IEC) Materials, and Knowledge Products for Direct Access Entities (DAEs) on Accessing the Green Climate Fund (GCF) in the Philippines.

 

GENERAL INFORMATION

Supporting the Department of Finance (DOF) in performing its duties as the Philippines' authorized NDA to the GCF is the main goal of the Readiness Programme.  Along with pursuing the ratification of a bilateral agreement on privileges and immunities between the Philippines and the GCF, the Program also aims to provide additional institutional support for the national capacities of government agencies, civil society organizations (CSOs), and the academic community.  These capacities are needed to develop a monitoring and verification system for climate finance flows in the nation.

SCOPE OF WORK

The Consultant shall provide administrative and technical assistance by supporting the coordination of the activities with NDA, DAEs, and relevant stakeholders of implementing and executing agencies in achieving the targeted project Outcomes.  The Consultant will work closely with GGGI Philippines Country Team and will liaise with the project’s Consulting Firm as well as NDA, DAEs, and relevant stakeholders to ensure systems and tracking of ongoing works and outputs.  The Consultant is expected to provide 360 person-days of input, spread-out from 1 June 2024 to 19 December April 2025 (synchronized with the Consulting Firm’s length of engagement). 

 

[A] Detailed Task:

The Consultant’s tasks and responsibilities include: 

  1. Support in the coordination of relevant activities including the facilitation of communication within GGGI, government agency partners, and consulting firms;
  2. Provide technical and administrative support for the preparation of assessments, strategies and coordination related to the Outcomes;
  3. Organize meetings between GGGI staff and consultants with government officials and staff of government partner agencies, DAEs, other key development partners and key stakeholders, as needed;
  4. Support coordination of activities and plans between GGGI and the project’s Consulting Firm;
  5. Prepare activity and results-oriented progress reports to the relevant staff of GGGI and DAEs;
  6. Liaison among NDA, DAEs, consulting firms, and GGGI;
  7. Assist with data gathering, research, and analysis, including preparation of reports, as required;
  8. Develop and maintain appropriate information repositories for data and analysis;
  9. Assist the organization of meetings between the GGGI project team of staff and consultants with government officials and staff of implementing and executing agencies, and other stakeholders, as needed;
  10. Support the organization of trainings, workshops, and other events, as needed;
  11. Day-to-day support to GGGI, NDA, DAE, and all relevant government and non-government entities;
  12. Logistical support, arrangement of stakeholders’ meeting, etc.; and
  13. Support project communication and administration, and coordination with all experts and consultants, as well as GGGI HQ.

 

[B] Output/Reporting Requirements/Deliverables:

S/he will report directly to the concerned staff of the GGGI Philippine Country Office / HQ.  When necessary, reporting to NDA/DOF shall be required  and shall be coordinated through the GGGI Philippine Country Office.

*Other miscellaneous costs that may occur for the deliverables will not be covered by GGGI. 
QUALIFICATIONS/EXPERIENCE/EXPERTISE

The Consultant is expected to possess the following qualifications:

  • Minimum 5 years of relevant professional experience in project origination and implementation focused on the climate change related matters for a broad set of stakeholders.
  • Minimum 5 years of proven experience in designing, implementing, and managing capacity development activities relevant to the assignment.
  • Knowledge on the GCF and GCF investment criteria and familiarity with Philippine development planning documents, policies, and national priorities, such as PDP 2017-2022, NCCAP 2011-2028, Philippine Renewable Energy Roadmap 2017-2040, and the NDCs.
  • Experience in the development of policy instruments, data collection and analysis.
  • Deep understanding of climate change related challenges in the Philippines, particularly in the context of national government agencies and local government units.
  • Able to effectively communicate with key actors in Government and non-government agencies, handle complex multi-stakeholder relationships, and maintain a high degree of professional integrity.
  • Demonstrates maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with GGGI and its partners.
  • Excellent analytical writing skills in the English language and able to prepare concise advisory reports for a range of stakeholders.
  • Very good communication skills and demonstrated ability to convey ideas and concepts to a broad set of participants.
  • With track record in developing electronic, online, and off-line knowledge materials using the latest lay-out and design programs.
