Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is based in UNEP's Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand. Under the overall supervision of the Regional Director and direct supervision of the Senior Programme Management Officer, the incumbent will be responsible for the following duties.
Responsibilities
• Develops, implements and evaluates Science Policy Subprogramme, etc.; monitors and analyzes Science Policy Subprogramme development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Generates relevant survey initiatives, designs data collection tools, reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions to inform UNEP’s science policy subprogramme in the region. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, speeches and briefs for senior management. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics / activities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Engages in dialogue with governments, UN Resident Coordinators, UN Country Teams and development partners in the region and identifies gaps and opportunities for capacity building and support within the subprogramme. • Contributes to UNEP's strategic foresight and flagship scientific assessments including Global Environment Outlook and thematic assessments, such as Emissions Gap Report, Adaptation Gap Report, Production Gap Report. • Leads awareness raising and outreach of UNEP science products in the Asia Pacific Region including Global Environment Outlook, Thematic assessments such as Gap Reports, Foresight Brief, SDG indicators reporting system and products and other science products across the UNEP. • Leads capacity building activities in the Asia Pacific Region on science-policy interface including environmental data and information, Sustainable Development Goals (SDG) indicators reporting, Voluntary National Reviews and other capacities to tackle the three planetary crises in the region. • Coordinates the regional coherence of the subprogramme internally, within the region, with the global subprogramme coordinators, technical Divisions, and with other Regional Offices as needed; serve on the Project Review Committee (PRC), where relevant to the regional components of the subprogramme, to ensure high-quality project design and the overall coherence of interventions. • Supports strategic planning processes that result in the Medium-Term Strategy, Programmes of Work and resulting programmes. • Recommends on resource allocation (both financial and human) for best impacts at the regional level and make recommendations how resourcing gaps are identified and addressed. • Monitors the subprogramme results at the regional level, identify priorities for action, challenges to be addressed, and propose corrective actions where required. • Provides thought leadership to the Regional Office and the Headquarters on key emerging regional issues in the sciencepolicy subprogramme, including alignment of the subprogramme with the emerging strategic directions from multilateral environmental agreements (MEAs) processes at regional level; lead in driving UNEP's normative narrative in the region informed by the latest science and knowledge, including new knowledge filtering through projects implemented in the region. • Leads in actualizing UN reforms by ensuring alignment of all science-policy related projects implemented in the region to substantively support the work of UN Resident Coordinators, UN Country Teams (UNCTs) and UN Regional Collaborative Platform on strengthening the environmental dimension of the Sustainable Development Goals (SDGs) to enhance delivery as One UN in countries. • Performs other duties as required.

Education
Advanced university degree (Master's degree or equivalent) in environmental science, environmental management or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of seven (7) years of progressively responsible experience in environmental project or programme management, or related area in complex socioeconomic settings is required. Experience in conducting environmental scientific research, environmental assessment, environmental policy research is desirable. Experience of working in Asia and the Pacific region on sustainable development issues is desirable. Experience with UN or similar international organization mandates and policies is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
