Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In alignment with the Commission on the Status of Women (CSW67) and its forward-looking recommendations, UN Women’s focus on innovation and technology emerges as a critical avenue for advancing gender equality. In 2023, the session provided ambitious recommendations for harnessing the speed, scale and scope of innovation and digital transformation to empower women and girls in all their diversity and for fostering gender-responsive innovation ecosystems. These recommendations draw on commitments made at the Generation Equality Forum in Paris in 2021, where UN Women also convened the first multistakeholder platform dedicated to a common vision in addressing the gender digital divide: the Action Coalition on Technology and Innovation for Gender Equality.  Challenges such as the gender divide, rooted in persistent stereotypes and social norms, underscore the urgency of developing inclusive innovation ecosystems that empower women and girls in the digital age.

The full-scale invasion of Ukraine has propelled the country into a rapid innovation trajectory, utilizing digital technologies to address the war’s impacts and accelerate recovery and sustainable development. In 2023, the Government of Ukraine introduced the draft National Strategy for the Development of Innovation Ecosystems, outlining a vision for Ukraine as an innovation hub, with the goal of ensuring a high quality of life meeting the economic and social needs of society through innovation. This period of transformation presents both opportunities and challenges for gender equality. Despite the potential of innovation to improve the lives and economic outcomes of women and girls, patterns of gender inequalities and discrimination may be exacerbated if not addressed with a gender-sensitive approach.

Acknowledging the dual nature of innovation and technological advancements, UN Women Ukraine is poised to lead transformative change through strategic partnerships and innovation. With the establishment of a multistakeholder innovation lab, UN Women aims to create gender-inclusive ecosystems, elevate women’s leadership in innovation and increase financing for solutions responsive to the needs of women and girls, thereby ensuring that advancements in these fields benefit women and girls in Ukraine - particularly in the context of recovery and reconstruction efforts. The activity of this initiative is further supported by the European Union-funded project “EU 4 Gender Equality: Together against gender-stereotypes and gender-based violence”, highlighting our commitment to ensuring women’s participation in and benefit from innovation processes.

Reporting to the Partnerships and Resource Mobilization Specialist, the Programme Analyst provides support in the effective management of UN Women Ukraine’s strategic partnerships and initiatives leveraging innovation and technology for women’s empowerment. This role involves contributing to the programme design, formulation, implementation, and evaluation, analyzing results achieved during the implementation, and ensuring the appropriate application of systems and procedures. Working in close collaboration with the programme and operations team, Government officials, private sector, civil society and donors, the Programme Analyst plays a crucial role in advancing UN Women’s mission to harness innovation and technology for gender equality and women’s empowerment in Ukraine.

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of strategic partnerships, innovation and technology

  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives;
  • Provide analytical, research and technical support in identifying key innovations and technologies that have the potential to accelerate the achievement of gender equality and women’s empowerment;
  • Analyze program results and support the implementation of effective management systems and procedures for gender-responsive innovation programs.
  • Support the development of a gender-inclusive innovation ecosystem that elevates women’s leadership and participation in innovation processes.

Provide technical support to the implementation and management of the programmes

  • Provide inputs to the annual workplan and budget as required;
  • Coordinate and monitor the implementation of programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;

Provide technical assistance and capacity development support to programme partners

  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
  • Identify and engage with potential partners to co-create and implement innovative solutions that address the challenges faced by women and girls.

Provide technical inputs to the monitoring and reporting of the programme

  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

Provide technical inputs to the management of people and finances of the programmes

  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Oversee the work of the Programme Associates and Assistants as needed.

Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies and maintain relevant databases and documentation;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, donor profiles and donor reports.
  • Assist in identifying opportunities for resource mobilization and collaboration on innovation and technology programs that advance gender equality.

Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations focusing on strategic partnerships, innovation and technology.
  • Coordinate the organization of advocacy activities, events and capacity-building efforts such as training, workshops, and expert talks;
  • Contribute to the development of knowledge products and advocate for the inclusion of gender perspectives in national innovation strategies and policies.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Required Skills and Experience

 

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, international development, technology, management or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

 

Experience:

  • At least 1 year of relevant work experience in development program management/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
  • Experience in innovation and technology fields is desirable.
  • Experience in coordinating and liaising with government agencies, donors, civil society and private sector actors is desirable.
  • Strong analytical skills and the ability to synthesize complex information and communicate it effectively is desirable.

Language Requirements:

  • Fluency in English and Ukrainian is required.
  • Knowledge of another official UN language is desirable.
