Jhpiego is hiring for the position of District Consultant – Quality improvement, to be based at 6 different Districts in Meghalaya, under USAID supported NISHTHA project implemented by Jhpiego. This position will support implementation of NQAS at Primary Healthcare Facilities as an important component of delivering Comprehensive Primary Health Care (CPHC).

Prior experience of working for quality initiatives in public healthcare settings, having public health experience, strong coordination skills, deep understanding of concept of Ayushman Arogya Mandir/Health And Wellness Center, and ability to develop positive, professional working relationships with various government counterparts and other stakeholders will be preferred. This position will report to NISHTHA Project’s State Program Manager - Meghalaya.

This will be a fixed term position for six months (till October 2024) and extendable based on performance, availability of funding and state’s requirements.

Responsibilities

  • Work closely with the State Program Manager/ Designated Program Officer on a day-to-day basis.
  • Coordinate with the District and Block Health Authorities for implementation of NQAS related interventions at primary care level in the district.
  • Coordinate with other relevant government departments such as PRIs, PHED, Regional/District Pollution Control bodies etc. for implementation of quality initiatives.
  • Responsible for the overall management of Quality Initiative under the project including training, and workshops in the districts.
  • Perform gap assessment of the identified facilities using the NQAS checklist followed by preparation of detailed gap closure action plan.
  • Provide facility/field level handholding support to Staff at AAM/HWC and build their capacity for the implementation of quality initiatives and achieve project goals.
  • Follow-up on Gap Closure Activities for NQAS certification of AAM/HWC facilities
  • Responsible for providing advocacy, and liaison support required at the district level or any other support required to work out the field challenges and issues.
  • Ensure the completion of state level NQAS certification of the identified Ayushman Arogya Mandir facilities by September 2024.
  • Support fund disbursement to blocks for Quality and other related activities under CPHC as per District ROP.
  • Collecting information, reports, Case Studies and documents as required by the Supervisor or District officials.
  • Frequent travel to the project sites for support, guidance and review.
  • Monitor activities organized in the field by stakeholders.
  • Participate in the monthly meetings organized by the Government or other stakeholders at the district level.
  • Coordinate and work with NISHTHA/Jhpiego team at the state and national level.
  • Any other work assigned by the supervisor in the benefits of project NISHTHA.

The exclusive responsibility of the consultant will be to make extensive visit to targeted AAMs and provide handholding support the team in getting the NQAS certification. The activity of the consultant will be monitored by respective PO/SPO based in Meghalaya. Key Deliverables expected from the District Consultant are:

  • Achieving the agreed upon target for NQAS certification of AAMs in the assigned districts
  • Line listing of AAMs for NQAS
  • Ensure formation of Quality Team at each health facility
  • Facilitate Training of all the staffs of health facility on NQAS at facility level
  • Facilitate Internal assessment (Baseline) by visiting the facility
  • Identification of gaps- HR, logistics, Training, Documentation, Processes, Signages etc.
  • Facilitate preparation of mitigation plan in coordination with health facilities by visiting the facility
  • Weekly follow ups & site visits to check on improvement and closing the identified gaps.
  • Coordinate with relevant counterparts at facility, block and district for closing the identified gaps.
  • Fortnightly meeting of Facility in-charges to monitor Progress
  • Prepare final status and readiness for NQAS certification
  • Facilitate proposal for State Assessment
  • Complete the gaps identified by State Assessors
  • Propose HWCs in GoI portal for NQAS certification

The candidate must have

  • His/her own vehicle & valid driving license and must be willing to travel minimum 15/20 days a month.
  • Laptop/desktop to share the reports and data to the State office.

Required Qualifications

  • Master’s in public health (MPH)/ Post graduation in Health Management or Master in Social Work / Rural Development/ Allied background
  • 0-5 years of experience in the Health/ Development Sector handling projects at the district/division/state level.
  • Familiarity with the public healthcare system in Meghalaya, NQAS, Kayakalp or any other Quality Improvement System, knowledge about key stakeholders, and relevant government policies/ strategies particularly National Health Mission.
