Position: Emergency Child Protection Specialist

Country: Based in Sudan (when visa permits) and Chad; regular travel to all TGH operating areas in Darfur.

Duration: Six (6) months – starting from May 2024, renewable based on availability of funds

Conditions: Salaried contract, gross monthly salary from €1,957 to €2,678 depending on experience, monthly per diem 600 €, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months. No family duty station.

Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.

Presentation of the mission

TGH has a long-standing presence in Sudan: first in Geneina (West Darfur) in 2004 and then extending its presence to Central Darfur (Bindizi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context, and has also intervened in Khartoum, Gedaref State, Al-Jazeera State, and South Kordofan.

Since the outbreak of the current Sudan conflict in April 2023, creating the largest displacement population in the world at current time, TGH has developed multi-sectoral projects in consortium with other international NGOs to meet the needs of crisis-affected populations in Darfur, Khartoum, Jazeera and Sennar. TGH has more than 70 national staff in the field, and is recruiting more, based in Golo, Um Dukhun, Bendasi, Zalingei (Central Darfur), Geneina & Foro Baranga (West Darfur), Sennar state, and its coordination office in Port Sudan. It has approximately 10 expats (based in Chad & Sudan depending on Sudan visa availability).

Sudan offers one of the most challenging but rewarding contexts in the world for humanitarians to operate in. TGH’s extensive and long-standing presence in Sudan, in particular in West and Central Darfur, enables us to understand the context and the evolution of humanitarian needs and to deliver life-saving humanitarian assistance where it is needed the most. Now more than ever, this is important as the country faces what is forecast to be a widespread famine in the coming months.

As part of TGH’s scaling-up of its humanitarian activities in Sudan, we have joined a consortium implementing a new Emergency Response Mechanism (ERM) program throughout the Darfur region. This position is an exciting opportunity to lead TGH’s protection-related activites under this ERM programming, boosting the organization’s technical and operational capacities for emergency response, and support life-saving activities at a critical time for Sudan.

Job description

The Emergency Child Protection (CP) Specialist supports the mission on the overall implementation of the Child Protection and Protection activities under the ERM project, leading on technical guidance for the project according to SPHERE and Cluster Standards, overseeing the contextualisation and implementation of child protection-related assessments, programme design, technical quality and learning in collaboration with the MEAL team.

She/he guides all technical aspects of the work of the ERM protection team in close collobaoration with the Emergency Coordinator.

Under the supervision of the Emergency Coordinator, the main responsibilities of the Emergency CP Specialist are:

Program Guidance & Development

  • Identify capacity-building needs, devise immediate and longer term solutions with the Emergency Coordinator, and provide ongoing technical coaching, mentoring and troubleshooting support.
  • Lead CP technical implementation for the ERM project, with support of the Head of Sector and the Emergency Coordinator, as well as the HQ Education and Protection Technical Advisor, ensuring project quality through close collaboration with the program teams, consortium partners, local partners and other stakeholders.
  • Lead the field teams on quality implementation of CP activities by clearly explaining cluster and donor standards and supporting them to develop the activities accordingly.
  • Support the Emergency Coordinator, Field Coordinators and ERM Team to ensure the operational planning and implementation of Protection activities, including the setting and monitoring of progress of staff work plans.
  • Contribute to ensuring activity implementation meets donor and compliance measures by collaborating closely with the support teams and supporting the Emergency Coordinator in preparing SoPs for activities.
  • In collaboration with the Field Coordinators, guide the ERM project teams to evaluate continued and new needs, and to support their capacity to participate in sub-national coordination.
  • Support the Head of Protection on the development of program tools for Protection in Emergency, and collaborate with the MEAL team on tools and program teams (ITT, MFU) to ensure that sector activities are properly monitored, documented, and reported.
  • Exchange information and technical support with coordination team and sector partners in Sudan, ensuring compliance with sector standards and best practices.
  • Contribute to the identification and development of partnerships providing an added value for the ERM project; support the project team in effective partnership management, in collaboration with the Partnership Manager and Field Coordinators.
  • Contribute to relevant protection, gender and environmental issues mainstreaming in Sudan program.
  • Lead the ERM consortium transversal protection and referral mechanisms implementation and capacity building of all partners.
  • Support in implementation of any future addition of General Protection activities to the ERM project.

Reporting

  • Lead the CP sectoral ERM inputs into proposals, donor reporting, and in internal TGH reporting, in close collaboration with the grants team and the Emergency Coordinator.
  • Contribute to the drafting of financial and narrative reports to donors.
  • Contribute to the follow-up and reporting of the consortium protection aspects.

Monitoring

  • Monitor and evaluate (including through regular field visits) ERM project quality, providing advice to teams on possible improvements, lessons learned, and best practices.
  • Contribute to ensuring quality control of data collection methods, in coordination with MEAL team, and supervise monthly compilation of the collected data.

Human Resource Management

  • Support the team leaders in the supervisions and capacity-building of CP team members.
  • Participate in recruitment processes of Protection staff, in coordination with Field Coordinators, Emergency Coordinator and team leaders.
  • Ensure internal communication within the team through regular team meetings, to ensure smooth coordination and communication.
  • Provide input in performance appraisals of CP staff.
  • Ensure the respect of internal HR regulations.

Representation

  • When delegated, represent TGH in Protection sub-cluster meetings, government coordination meetings and other programming forums in Sudan.

General support to the mission

  • Support the mission’s implementation of TGH’s PSEA Policy, in coordination with the Country Director, HR Coordinator, and the mission’s Accountability and PSEA focal points.
  • Promote respect among the Protection teams for the core humanitarian principles of neutrality, impartiality, independence and humanity, as well as the Do No Harm principle of humanitarian action
  • Contribute to the respect of security measures set up by the Country Director and Head of Access and Safety.
  • Support implementation of internal procedures in coordination with the support departments.
  • Support internal improvement processes.

Safety, working and living conditions

The security situation in TGH areas of intervention in the Darfur region present risks that are known and controlled by TGH and other international NGOs operating there. The Emergency CP Specialist will strictly follow TGH security rules which will be adapted as necessary depending on the evolving context. The position involves regular travel to various locations within Darfur. The incumbent will be accommodated in TGH or partner guesthouses (with basic standards, cold water, electricity). Telephone network and internet coverage may be subject to periodic disruption. Social life is limited for security reasons.

Profile

Educational background and experiences

  • University level degree or equivalent in the field
  • At least 3 years of humanitarian experience in the field, with at least 2 years in similar position, preferably in the Child Protection/Protection in emergency response.
  • Previous experience in ERM/RRM is an asset
  • Experience in conflict area / emergency contexts mandatory

Skills

  • Applied skills in Child Protection/Protection project management
  • Knowledge of transversal Protection mandatory
  • Knowledge of case management and child protection
  • Knowledge of mobile approach and rapid CP response
  • Ability to design and deliver training to local teams
  • Mastery of computer tools (Office, Internet, Outlook).
  • Knowledge of specialized software for data collection / statistical analysis (e.g. Kobo / ODK.) and GIS (e.g. Google Earth, QGIS) will be a plus
  • Excellent professional approach and strong team-building skills
  • Fluent English mandatory (oral and written)
  • Knowledge of the Sudan context strongly appreciated
  • Arabic speaking is a strong asset
