Overview of position

Our client will expand its support in building capacities at municipal council level among others in planning, budgeting, financial management and accountability, and increase the skills-set in managing the newly transferred competencies including local revenue collection. (3) Increasing democratic citizens’ participation (women, and youth in particular) at municipal council level during the lifespan of an elected council. Increased community participation and dialogue within and among municipalities across Libya will increase social cohesion and foster national unity. Our client seeks to engage a National South- South Partnership Consultant to provide expertise and support to enhance the effectiveness of local governance in Libya. The consultant will collaborate with the Ministry of Local Governance (MoLG) and General Information Authority (GIA) to improve governance practices, address challenges, and promote sustainable development at the local level.

Role objectives

 Provide technical advice to the MoLG and GIA on improving local governance practices through building partnerships, including service delivery mechanism.

  •   Assist in addressing conflicts and challenges within local governance structures. Provide guidance on conflict resolution processes and facilitate dialogue among stakeholders when needed.

  •   Facilitate and help conflicting parties to discuss issues and negotiate an agreement.

  •   Engage with relevant stakeholders, including government officials, municipal authorities, and civil society organizations, to foster collaboration and knowledge sharing in support of local governance improvement.

  •   Perform research and analysis and prepare opinions, studies, briefs, reports and correspondence.

  •   Collaborate with local partners to promote good governance practices and facilitate outreach and communication efforts to engage citizens in local decision-making processes.

  •   Develop relationships with stakeholders and advise on all aspects of the informal negotiations, resolution by telephone or meetings with parties.

  •   Undertake any formally delegated task.

  • At least 10 years of relevant experience in Conflict Analysis and Management, Security Sector, Public Sector Support, International Cooperation, Operations Management, Project Management, partnership building or any other related field

  •   The appointee must be customer focused and highly motivated with good time management and interpersonal skills.

  •   She/he must have excellent communication and organization skills and with a high level of accuracy and reliability.

  •   S/he must have a well-established methodology for addressing the local, domestic issues & problems.

  •   Significant experience in Field Coordination in Libya, Win-Win Solutions, and Conflict Management related to Elections is the preferred profile.
