Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning.  MCGL seeks a Compliance Officer to provide a full range of compliance, financial, and operational audits for East Jerusalem Hospital Network Project.

Responsibilities

  • Establish standards and procedures to ensure the compliance program’s effectiveness and efficiency, maintaining compliance to organizational policies, procedures and internal controls.
  • Conduct due diligence to ensure that USG funds are not diverted from their development purpose outlined in the Program Description and are not vulnerable to corruption, extortion or otherwise benefitting malign groups.
  • Through technical assistance and spot-checking, verifies that EJHN project complies with donor rules and regulations, applicable organizational policies and pertinent U.S. and host country laws. 
  • Develops an annual compliance review work plan based on the country office project portfolio to ensure full compliance coverage.
  • Review partners/subs invoice detail transactions every six months and make sure to document it.
  • Review vetting tracker on monthly basis and provide feedback to procurement team
  • Conducts internal investigations of fraud and misconduct in collaboration with EJHN-Program Director.
  • Conduct period verification of QuickBooks Online closing process and the integrity of data upload to the QBE system.
  • Conduct a comprehensive risk assessment to develop the Project Risk Register, in coordination and collaboration with the project team.
  • Advise and support the project team on risk management, compliance, and oversight matters, assisting them in discharging their responsibilities and accountabilities to manage risks comply with policies and procedures.
  • Support the Operation unites in the implementation of oversight recommendations to improve risk management, compliance and quality of outputs.
  • Provide regular updates to EJHN-Program Director on matters related to risk, compliance and quality, including on emerging risks and opportunities.
  • Monitor compliance against policies and procedures, advise management of areas of non-compliance and identify the root causes and appropriate corrective actions.
  • Draft Internal Audit Policies and Procedures and submit for approval by the Finance and Administration Manager
  • Evaluate the reliability and integrity of information and the efficient and effective use of resources.
  • Follow up on the progress of implementation of recommendations and directions as a result of the reports
  • Participate in process and internal control improvement initiatives.
  • Confer with management staff on a wide range compliance issue
  • Assist Jhpiego management with identifying and assessing strategic risks
  • Maintain a working relationship with external auditors
  • Demonstrate high standards of conduct and ethics as well as appropriate judgment, independence and discretion
  • Attend senior project staff meetings
  • Compose and maintain correspondence, reports, and various other materials and projects
  • Submit reports and documents as deemed necessary
  • Attend training, seminars and workshops as deemed necessary.

Required Qualifications

  • Required Qualifications:

    • A Bachelors of Commerce degree in Accounting or Finance
    • Demonstrated experience with USAID cost principles, reporting requirements, finance regulations and management systems
    • Experience directly related to USAID and/or other Federal prime government contract administration and management
    • Knowledge of Federal Acquisition Regulation (FAR) and USAID Acquisition Regulation (AIDAR)
    • Experience with US Federal Government assistance instruments and audits, including both Cooperative Agreements and Contracts
    • Qualified accountant with CPAK, ACCA or equivalent. CIA and/or CISA qualification will be an added advantage
    • 5 to 6 years’ experience as auditor in an audit firm and experience in auditing NGOs
    • Good understanding of internal audit including international trends and best practices
    • Excellent analytical and report- writing skills
    • Highly motivated, energetic, independent self starter with strong communication skills
    • Demonstrate proficiency in IT particularly computer assisted audit techniques.

    Knowledge: (functional or technical: i.e. federal legislation, finance, program planning, public healthcare standards, proposal writing, human resources practices, etc.)

    • Ability to read, analyze, and interpret common reports, and agreement documents
    • Mathematical Skills - Ability to work with mathematical concepts as they relate to auditing and fiscal analysis to include accounting and the budget
    • Reasoning Ability - ability to define problems, collect data, establish facts, and draw valid conclusions
    • Excellent communication, presentation and writing skills
    • Ability to manage several major activities simultaneously
    • Ability to travel independently in new environments
    • Sensitive to socio-cultural differences in the region

    Abilities/Skills: (i.e. being able to negotiate, manage, exercise independent judgment, act as technical advisor, network, train, etc.)

    • Attention to detail and accuracy in data management, analysis, and reporting;
    • Cooperative, competent, hardworking, flexible and dependable in a multi-cultural, open office situation;
    • Self-motivated and proactive with a positive attitude to work;
    • Effective communicator and team member, instilling trust and confidence;
    • Ability to organize and coordinate information and logistics for programs and activities.
