Purpose

The Movement Cooperation Officer 2 contributes to developing and implementing the delegation’s objectives for cooperation with the International Red Cross and Red Crescent Movements. S/he is responsible for the implementation of the activities foreseen in the ARCS-ICRC cooperation partnership agreement in the North-East Region. S/he oversees the implementation of the Safer Access Program in the area covered by the sub-delegation. S/he contributes to building a positive relationship between the ICRC and other Movement components, particularly the ARCS.  

Accountabilities & Functional responsibilities

  • Supports the implementation of the operational partnership between the ICRC and the ARCS by working closely with ICRC colleagues and the ARCS to ensure the practical application of the ARCS-ICRC operating frameworks.
  • In close coordination with the Cooperation Coordinators, advises on the ARCS policies and decision-making structure, thereby ensuring ICRC alignment.
  • Advises management and relevant departments on matters related to the National Society and the RCRC Movement.
  • Acts as the sub-delegation focal point for all matters related to the cooperation with the ARCS North-East Region and liaises with the Cooperation Coordination and deputy when relevant.
  • Oversees the implementation of the Cooperation programs in alignment with the yearly plan of actions. Supports the ARCS in the implementation of the agreed upon activities.
  • Jointly with the ARCS, prepares quarterly and specific activity budget plans, in accordance with the established procedures and agreed upon yearly cooperation plan of action.
  • In close coordination with the cooperation coordination colleagues and sub-delegation based in Kabul and Mazar, respectively, oversees the implementation of the Safer Access Awareness sessions in the North-East
  • Establishes and maintains a privileges relationship with the ARCS staff at Kunduz regional office and branches, at all levels, maintaining regular contacts with the Head of Region and Head of Provincial Branches.
  • Provides analysis reports on the key developments at ARCS North-East region, including on operations, structural changes, strengths, or capacity strengthening needs.
  • Organizes systematic briefings for colleagues in Kunduz, Mazar, and Kunduz on ICRC-ARCS cooperation partnership strategy, formal engagement framework, working modalities and cooperation programs.

  • Geographical remit: delegation- or sub-delegation level.
  • Is in charge of several files, under the supervision of the Movement Cooperation Coordinator.

Relationships

  • Internally, interacts with the Movement Cooperation team and other staff who work with the NS.
  • Externally, interacts with technical staff from operating and participating NSs.

Certifications / Education required

  • University degree, preferably in social sciences or other relevant fields
  • Knowledge of the socio-economic context of the North and the North-East (Kunduz, Baghlan, Takhar, Badakhshan) in particular
  • Proven program management skills and team building competencies.
  • Fluent in written and spoken English and in local language(s)
  • Confirmed management skills.
  • Good communication skills
  • Good computer skills
  • Good analytical skills

Professional Experience required

5 years’ work experience in the humanitarian sector, with proven program management.
