Duties and Responsibilities
The Central African Republic (CAR) has experienced armed crises that have had a negative impact on its economic and social development and consequently on the well-being of its populations. Successive peace agreements, including the last one (Political Agreement for Peace and Reconciliation (APPR – RCA) signed in 2019, have ensured a partial return to normality. The crises have led to enormous needs for humanitarian assistance and significant resources are allocated to the humanitarian response, sometimes to the detriment of high development needs, in the context of economic crisis on the national and global scale. Since its creation, the UN Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level. It comprises a series of global, regional and country level working mechanisms that provide guidance and support the work of UN Resident Coordinators around the world. In the Central African Republic the RCO is supporting the role and the functions of the RC and the UNCT. It builds together with the government the cooperation framework. The operationalization of the Humanitarian – Development and Peace (HDP) Nexus therefore remains an absolute priority for the country and its partners. In this context, CAR United Nations Sustainable Development Cooperation Framework (UNSDCF 2023 - 2027) aligned with the National Recovery and Peacebuilding Plan (RCPCA), the African Union Agenda 2063 and the 2030 Agenda for Sustainable Development , has defined four strategic priorities: 1) Promotion of peace, security, human rights and the rule of law; 2) Inclusion and equitable access to quality basic social services; 3) Skills development and accelerated, inclusive and sustainable economic growth and 4) Environmental sustainability and resilience to crises and the effects of climate change. Emphasis will be placed on collective outcomes pertaining to the socio-economic reintegration of ex-combatants and durable solutions to internal displacements. These outcomes make it possible to strengthen synergies between stakeholders, reduce the needs, risks and vulnerabilities of populations and increase their resilience. Co-chaired by the UN Resident Coordinator, the Minister of Economy, Planning and International Cooperation (MEPCI), the multi-partner trust fund for the Central African Republic (Ezingo Fund) was created for ten years (2014 – 2024). Ezingo received contributions totaling US$26,648,122 from Norway, France, Holland, USA, and the Peacebuilding Fund to finance projects and programs related to three (3) programmatic areas namely: (1) Restoration of State authority and functions, (2) post-crisis recovery and (3) Reconciliation and mediation. Ezingo is a development fund that can be used to finance interventions planned in the United Nations Sustainable Development Cooperation Framework (UNSDCF) signed on December 12, 2022. In this context the RCO is seeking to recruit a consultant to support the elaboration of a new Multi-Partners Trust Fund (EMAI) as a mechanism to fund priority interventions identified in the framework of the UNSDCF and national commitments in support of the new National Development Plan (PND 2024-2028) and SDGs acceleration Reporting line: The individual contractor will work under direct supervision of the Head of the RCO office
Qualifications/special skills
Hold at least a master's degree in social sciences, economics, international relations or other disciplines and qualifications equivalent is required. At least 5 years of progressive experience in funds management, financing, resource mobilization, preferably in a post-conflict context, the development of concept notes, terms of reference and results framework of a Fund and the financial mechanism for financing development interventions is required. Extensive experience in international government institutions, donors, private sector at high levels of political or administrative responsibility is required. Prior experience working or partnering with the United Nations is desired. Experience acquired in the Central African region or Africa is required. Experience working with civil servants, government representatives, civil society organizations and public international organizations is required. Proficiency with IT tools, including practical knowledge of MS Office products (Word, Excel, PowerPoint) is desired.
Languages
Excellent command of the French and English languages – writing, speaking, reading, and understanding is required.
