Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.


Reporting Lines

Under the overall supervision of FAO Somalia Representative, the direction of the Chief Technical Advisor of Food Security and Nutrition Analysis Unit (FAO/FSNAU), and the direct supervision of the food security technical manager.


Technical Focus

The Incumbent will take the lead and coordinate FSNAU’s core analytical work on baseline livelihoods assessment, analysis, and report preparation.


Tasks and responsibilities

• Lead FSNAU's baseline livelihood analysis and activities, including rezoning and updating livelihood baselines, piloting of one urban baseline assessment, development of methods and tools for livelihood asset analysis, and baseline applied research.
• Lead the implementation of planned baseline assessment and analytical activities.
• Lead in the development and implementation of Baseline Livelihoods Integrated Analysis Spreadsheet (LIAS), outcome analysis and modelling the impact of shocks and hazards.
• Lead in the preparation of livelihood baseline reports and profiles for all newly updated livelihood baselines and update all baseline livelihood profiles applying the framework of Livelihood Assets and Strategies.
• Contribute to other FSNAU core analytical activities, including seasonal food security analysis and rapid emergency assessments, as needed, including IPC analysis.
• Participate and contribute to FSNAU’s capacity development support to government and partners, including provision of training on assessment and analyses related to livelihoods, food security and IPC.
• Contribute to FSNAU seasonal analysis reports and all other ad hoc reports, including field mission reports, assessment reports, and the FSNAU Technical Series reports.
• Participate in food security and livelihoods related technical and coordination meetings and workshops.
• Represent FSNAU in livelihoods assessment and analyses related technical discussions and meetings with partners.
• Perform any other duties assigned by the supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University Degree in rural development, sociology, or related field from a recognized university /institution
• At least 6 years of relevant experience with 1st level degree or 4 years of working experience with master’s degree in livelihoods and food security assessment, analysis, monitoring and reporting in Somalia.
• Working knowledge (level C) of English and Somali.
• National of Somalia.
