Organizational context

The International Criminal Court and the Trust Fund for Victims

The International Criminal Court (the Court or ICC) is the permanent international court based in The Hague, The Netherlands established by the Rome Statute in 1998 to investigate and prosecute individuals accused of the crime of genocide, crimes against humanity, war crimes and the crime of aggression. The ICC has jurisdiction over the most serious crimes committed after 1 July2002, in the territories of States that have acceded or ratified the Rome Statute or by their nationals.

The Trust Fund for Victims (TFV) is provided for by the Rome Statute that established the ICC. Its mandate is to mobilize resources and implement Court-ordered reparations, and other programmes for the benefit of victims of the crimes under the jurisdiction of the ICC. The TFV is governed by a Board of Directors, appointed by the Assembly of States Parties, and supported by a Secretariat, administratively attached to the Registry of the ICC. The TFV has currently programmes in seven situations under the jurisdiction of the Court, and is implementing also programmes responding to four reparation orders issued by ICC judges.
 

Duties and responsibilities

The Associate Field Programme Officer function at the TFV Secretariat is a field based position, reporting to the Programme Manager, with a responsibility to support the development and oversight of TFV programmes under the reparations and assistance mandates in the situation country.


Reporting to the Programme Manager, the incumbent performs the following tasks:


•    Management: Conduct operational oversight of projects within the TFV’s programmes under both the reparation and assistance mandates. Oversee the timely implementation of activities, adherence to beneficiary objectives, and coordinate geographic coverage of projects. 
•    Quality and performance monitoring: Monitor TFV implementing partners performance in accordance with their project proposal obligations and contracts, in line with the TFV’s Performance Monitoring Plan (PMP), including reporting on appropriate monitoring and evaluation activities and financial control and budget compliance. 
•    Database: Manage and maintain the accuracy of the victim beneficiary database. Oversee and ensure up to date and completeness of the case management records of victim beneficiaries.   
•    Procurement: Participate in the selection of implementing partners for the TFV reparation programme, by participating in the technical review committee of a transparent procurement procedure.
•    Visibility: Inform situational stakeholders to create value and meaning within the reparation programme of the TFV within the Rome Statute framework as well as within the situational context.
 

Essential qualifications

Education:

Advanced university degree in business or public administration, human resources management, social sciences, law or other related field. A first level university degree in combination with two additional years of relevant experience is accepted in lieu of the advanced degree. 

Experience:

A minimum of two years (four years with a first level university degree) of progressively responsible field-based work experience in assisting programme design and in guiding project implementation, monitoring and evaluation or similar, in domains relevant to the mandates of the Trust Fund for Victims.

Knowledge, Skills and Abilities:

Programme design;
Project oversight, including monitoring & evaluation and reporting;
Relationship management;
Teamwork.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, French or English, is required. Knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset. Proficiency in a local language relevant to the duty station would be considered an asset.
