Terms of Reference

Consultancy to Develop Ana Aqra’s Communication Policy


Start Date: July 1st, 2024

End Date: November 30th, 2024



1.      Background


Ana Aqra Association targets the educational, cultural and psychosocial needs of underprivileged children of Lebanese public schools and their communities. Ana Aqra Association builds the capacity of school teachers and administrators to improve teaching and learning.
Ana Aqra Association also provides education in emergencies aligned with both the national education strategy and the Interagency Network for Education in Emergencies standards.
The main focus of the association is to advance literacy and promote independent learning.

 Our Vision is to make learning accessible to all children. Our main mission is to foster an equitable and sustainable learning environment for everyone.


2. Objective of the Consultancy

The objective of this consultancy is to outsource a communication consultant (individual or company) who will be responsible for developing a comprehensive communication strategy and implementation plan for Ana Aqra Association. The objective of the strategy is to develop a media and communication policy and to enhance Ana Aqra’s visibility and its communication channels with stakeholders including employees, donors, partners, and beneficiaries.

3. Scope of Work

The Consultant should develop a communication policy and develop a roadmap for its implementation. The consultant should collaborate with the leadership team and other relevant employees to ensure that the policy aligns with the organization's overall, values, mission and goals and is expected to conduct a review of existing practices, communication channels and key areas that require improvement.

The expected communication policy should include the following elements:


§  A Communication Policy Document:

The consultant should develop a communication policy that outlines Ana Aqra’s communication standards, guidelines, and procedures. The policy should cover areas such as humanitarian principles and code of conduct, communication ethics, data protection, media relations, crisis communication, stakeholder engagement, advocacy and partnerships.

It should also provide guidance on how to ensure that all communication efforts align with the NGO's overall mission, values, and goals.

§  A Marketing and Visibility Plan:

The Consultant should develop a marketing and visibility plan that outlines how AAA can increase its visibility through targeted communication efforts. The plan should identify key messages, target audiences, and communication channels that can help the NGO reach its communication goals. It should also provide recommendations on our existing communication materials, such as brochures, newsletters, and annual reports. It should also set a clear practice to ensure that Ana Aqra produce accurate and high-quality communication materials.


§  Branding

The Consultant should provide recommendations on how to maintain Ana Aqra’s existing brand identity over time.


4. Expected Deliverables and Timeframe

The Consultant should deliver a comprehensive communication policy that includes all of the above elements. The policy should be presented in a clear and concise format, and should include recommendations on how to implement the policy over time.

  • Tasks:


1. Final comprehensive policy and implementation strategy (August 1st, 2024).

2. Detailed work plan for implementation (September 1st, 2024).

3. Training for involved AAA staff (by September 20th, 2024).

4. Coaching sessions for Communication team or other relevant staff (October, and November 2024).


5. Qualifications

§  Educational requirements: candidates are expected to have at least Bachelor’s Degree in marketing, communication, public relations, management, OR any other relevant field.


§  Professional requirements: candidates are expected to have:

·         At least eight years-experience in providing consulting services.

·         Four years of working experience in developing communication policies and strategies.

·         Advanced knowledge of effective communication platforms and software.

·         Have an extensive similar proven experience with nonprofit organizations.

·         Full command of English language.

6. Application Submission Guidelines

The Consultant should submit a detailed proposal by email to : along with the subject : Communication consultant, with the following components:

§  Technical proposal to include:

·         Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used.

·         Copy of the CV;

·         List of previous clients for similar jobs.

§  Financial proposal detailing the following:

·         Itemized consultant’s fees and costs - consultant should indicate professional daily rate or sessions rate including all cost.
