BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Through its Country Strategic Plan 2024 - 2028 (CSP2.0) WFP Ghana Country Office seeks to support national development priorities through four thematic pillars: Emergency Preparedness and response;

Nutrition, Food Systems; Social Protection; and On-demand services. protection programmes. To fully meet its objectives in Ghana, WFP is increasing its ‘enabler’ role by providing capacity strengthening for national institutions and supporting advocacy to improve food security and nutrition outcomes. Efforts to achieve durable zero hunger solutions are largely hinged on:

 

  1. Co-creating with government through augmenting services like institutional capacity strengthening, policy coherence and technical support.
  2. Pursuing sustainable financing and optimization in the utilization of available resources.
  3. Gender mainstreaming layered in our evidence generation, activity designs and implementation including the selection of the modalities used to provide assistance.
  4. Pursuing partnerships that seek to maximize impact taking into consideration accountability to affected populations like youth, women and people living with disabilities.
  5. Expanding from providing support to a finite number of people, to all people living in Ghana.

Under the direct supervision of the Country Director, the incumbemt will supervise a small team of communications, partnerships and reporting personnel; develop, maintain and update an appropriate work plan for each assigned area; maintain and enhance the visibility and reputation of WFP, and support resourcing activities, ensuring alignment with WFP strategy. Furthermore, engage with other functional units, WFP country offices, regional bureau and headquarters on thematic, regional and country-specific offerings, developing content and language that speak to individual audiences and align with on-going policy dialogue in national and global fora.

 

ACCOUNTABILITIES/RESPONSIBILITIES:


Partnerships

  • Coordinate the drafting of high-quality proposals and donor reporting documents, ensuring conditions and obligations of contribution agreements are met.
  • Advise on national, bilateral- and multilateral processes and cooperation frameworks, and engaging and influencing government, stakeholders and other key actors on advancing WFP’s agenda.
  • Design and support execution of external relations strategy and lead implementation in close collaboration with relevant CO units and colleagues.
  • Facilitate corporate dialogue with partners through preparation of quality briefing materials and organizing necessary missions, meetings and engagements.
  • Collate and assist in the dissemination of political and development analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
  • Gather and share partner intelligence (including forecasting), using key information systems and assess results.


Communications

  • Create CO's communication strategy aligned with corporate best practices
    Manage and implement communications plans that raise WFP’s profile and fundraising activities.
  • Maintain and develop a contact list of journalists and media outlets and manage the regular flow of news/information about WFP’s work to the media, ensuring reputational risks are identified and managed.
  • Coordinate and oversee the production of donor specific visibility products, ensuring consistency with corporate messages, and technical WFP Ghana documents, across various communication products.
  • Track and analyze traditional and online media, to identify trends and/or issues, and propose solutions and ideas to improve the effectiveness of communication strategy and activities.
     

Reporting

  • Provide technical advice, governance and oversight on the integration of Operational Information Management policies and guidance into established systems to drive the quality, consistency and standardization of information management.
  • Collaborate with counterparts internally and with other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
  • Collaborate with counterparts in WFP Divisions, supporting performance of activities and ensuring an aligned and consistent approach to information management, analysis and performance reporting.
  • Support the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the relevant functions to coordinate and ensure coherence and quality of information.

General:

  • Manage a team of national officers (partnership, communication) and other (general support staff), providing coaching and guidance as required to ensure appropriate development and enable high performance.
  • Represent WFP in inter-agency, UN Country Team, donor forums and events.
  • Other duties as required.

 

DELIVERABLES AT THE END OF THE CONTRACT:

  1. Enhanced visibility of WFP response in Ghana across media and interagency communication platforms.
  2. Annual Country Report
  3. Donor Reports as per agreements signed
  4. Updated Partnership Resourcing Strategy
  5. Sensitization materials for WFP Programmes as required
  6. Recruitment of national staff each for Communications, Reporting and Partnerships
  7. Submission of Internal and External Corporate Reports as required
  8. Regular updates and reporting on units activities

 

QUALIFICATIONS & EXPERIENCE REQUIRED:
 

Education:

Advanced University degree in International Development or related field or a First university degree in the same discipline with additional years of experience and trainings.

 

 

Experience:

  • A minimum of eight years’ of professional (not assistant) level experience working in development or related activities.
  • Experience developing project proposals and concept notes for fundraising purposes.
  • Experience working in a developing country is desirable.
  • Experience working with an International Financial Institution, UN agency or government entity is required.

 

Knowledge & Skills:  

  • Excellent writing and presentation skills, in English.
  • Good computer knowledge and skills
  • Ability to work under tight deadlines.
  • Ability to handle any other additional tasks as requested by the supervisor

 

Languages:

Fluency and Good Command of the English language is essential.
