Organizational Context

With its unique capital mandate and focus on least developed countries (LDCs), the United Nations Capital Development Fund (UNCDF) offers innovative finance models and instruments to catalyze larger investments in sustainable development from the private sector, national governments and development partners. Within its broader economic development mandate and 2022-2025 Strategic Framework, UNCDF supports developing countries, notably LDCs, to supplement existing sources of capital assistance by means of grants, loans and guarantees. Effective and efficient finance – in both the public and private sectors – can spur economic growth and make it more sustainable and inclusive.

With an asset base of nearly US$0.5 billion, UNCDF is growing. This trend is expected to continue to grow. Innovation and SDG-oriented finance initiatives are attracting significant partner interest and providing significant opportunities for scaled partnership between public and private financial actors.

UNCDF was established through UN General Assembly resolutions as an autonomous organization within the United Nations, hosted by UNDP and with the UNDP Administrator performing the functions of the Managing Director of UNCDF. Day to day responsibility for UNCDF’s operational, administrative, and financial issues is delegated to the Executive Secretary.

Position Purpose

Through the analysis of data related to organization efficiency, productivity, and effectiveness, the Organizational Performance and Reporting Analyst will provide clear, data-driven insights to UNCDF leadership through the PMSU. These insights will inform and shape workflows and business processes, contributing to improved organizational performance and the achievement of UNCDF’s strategic objectives.

Working in the UNCDF Directorate, the Analyst will also support the development and strengthening of workflows and business processes, ensuring alignment with SOPs and Internal Control Frameworks (ICFs). Additionally, the Analyst will offer data analysis, coordination, and support across teams to facilitate transparent and accurate reporting of the Integrated Results and Resources Matrix (IRRM), including for the annual reporting to the Executive Board and other reporting to donors and partners, and in facilitating the process to strengthen the grant management process in the organization.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

1.   Substantively contribute to improved organizational performance.
  • Conduct research and data analysis to provide clear, data-driven insights, informing decisions to enhance organization performance and business processes.
  • Implement and monitor Key Performance Indicators (KPIs) to track organizational performance, identify bottlenecks, and uncover opportunities for improvement. 
  • Collect and analyze data related to operational efficiency, financial performance, and other relevant areas. 
  • Use performance management tools and software to compile and organize data effectively.

2.   Ensure effective Business process review.

  • Conduct comprehensive mapping and review of current business processes. 
  • Propose efficient workflows, ensuring organizational efficiency, clearances, reviews, and quality assurance. 
  • Support the Directorate in developing and updating business processes and Standard Operating Procedures (SOPs), ensuring alignment with corporate standards. 
  • Implement approved changes to workflows or procedures to enhance organizational performance. 
  • Foster continuous collaboration with colleagues across departments and levels, collecting feedback, and facilitating the utilization of workflows.

3.   Strategic planning, reporting and grants process.

  • Provide support to the Directorate, region, and country offices to ensure accurate and consistent application and reporting of the Integrated Results and Resources Matrix (IRRM).
  • Contribute in the preparation of the annual reporting process to the Executive Board and other reporting requirements through data analysis, writing report, and the delivery of clear insights and compelling presentations.
  • Play an active role in initiatives aimed at enhancing overall IRRM data reporting standards.
  • Generate regular and ad-hoc reports based on the analyzed data, highlighting trends, areas of improvement, and potential issues.
  • Provide support for reporting to donors or other partners as required, including data analysis, presentations, and insights. 
  • Coordinate and facilitate the grant solicitation process for grants in the system.

4.   Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s).

  • Identify, synthesize and document best practices and lessons learned that are generated from UNCDF. 
  • Participate in and ensure sound contributions to knowledge networks and communities of practice on organizational learning. Support establishment of knowledge platforms, facilitate innovative mechanisms for dissemination of knowledge, and develop knowledge resources and products to share with partners and to support UNCDF’s engagement in this area.

Required Skills and Experience

Education:
  • Advanced university degree (master’s degree or equivalent) in International Development, International Relations, Sustainable Development and/or other closely related field. Is required. Or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience, Knowledge, and Skills:

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant professional experience in providing data analysis and insights related to international development and finance, including results and impact, preferably within an international organization is required. 
  • Demonstrated experience in drafting reports and analytics, translating data into clear insights, and communicating findings with clear visuals is required. 
  • Experience and knowledge of international development and finance (including blending finance), as well as UNCDF’s thematic areas and financial instruments is desired. 
  • Experience working in international organizations, preferably institutions similar to UNCDF or UNDP is an asset. 
  • Experience in identifying areas for process optimization and efficiency gains is an advantage.

Language requirement:

  • Fluency in English is required.
  • Working knowledge of French and Spanish would be an asset.
