Mission and objectives

UNDP believes that the people of Indonesia should have ownership over the programmes and projects we support. All UNDP programmes therefore actively promote the spirit of mutual respect, support and accountability and subscribe to the principle of national ownership as enshrined in the Jakarta Commitment – a declaration put forward by the government and its development partners in 2009 to strengthen aid effectiveness in Indonesia. In the true spirit of national ownership, all of UNDP’s assistance in Indonesia is implemented by national entities, including line ministries and the Ministry of National Planning and Development, and at the subnational level by line departments, provincial and district authorities as well as community groups. While each programme supported by UNDP has specific and varied objectives, capacity development is one aim that all UNDP programmes – in Indonesia and worldwide – have in common. This takes on many forms including institutional reform, leadership development, education, and training for members of the public such as journalists, and women’s communities. In line with this logic, UNDP advisers work side by side with Indonesian counterparts to strengthen capacities in technical matters, policy formulation and budget planning, amongst others.

Context

The Joint SDG Fund is a multi-partner trust fund and an innovative instrument for incentivizing transformative policy shifts and stimulation of strategic investments to achieve the SDGs. It has funded more than 100 joint programmes focused on integrated social protection as well as SDG finance, encouraging over 1,000+ partnerships working alongside the UN in supporting SDG achievement, and tested over 200 innovative solutions in accelerating the 2030 Agenda. The Accelerating SDGs Investment in Indonesia (ASSIST) Joint Programme was established in 2021, amidst the COVID-19 pandemic, bringing together four UN Agencies (UNDP, UNICEF, UNIDO, and UNEP) in Indonesia to support the Government in meeting the SDGs target. The Project has three Components including 1) Catalyzed Issuance of Thematic Bonds at the National and Sub-National levels, 2) Increased Green & SDG-Linked Loans, and 3) Operationalized Indonesia Impact Fund. Under Component 3 of the ASSIST Joint Programme, UNDP focuses on supporting the operationalization of the Indonesia Impact Fund – Indonesia’s first private equity fund targeting impact and the SDGs through the adoption of Impact Measurement and Management. In line with this, UNDP has made considerable efforts to develop a pipeline of SDG-contributing businesses through the implementation of thematic Impact Venture Accelerators (IVA) under collaboration with global partners, such as Impact Aim, She Disrupts, and the Blue Finance Accelerator, under the Innovative Financing Lab platform, supporting more than 50 impact ventures and social enterprises to achieve inclusive and sustainable growth.

Task description

With this success, UNDP Indonesia aims to continue expand activities aimed to support social enterprises, entrepreneurship, innovation and inclusive sustainability and is currently seeking an Impact Investing Support Officer to provide support in the development of innovative financing instruments such as Impact Fund and Catalytic Funding, Impact Venture Accelerators and Impact Measurement tools under the Component 3 of the ASSIST Joint Programme, as well as support in the outreach and awareness-building of the ASSIST Joint Programme. Under the direct supervision of ASSIST National Project Manager and the Technical Coordinator Impact Investing, the UN Volunteer will undertake the following tasks: 1) Support to ensure effective project planning and implementation, focusing on achievement of the following results: a. Provides assistance in overall project implementation, including compilation, summarization, and presentation of basic information/data related to innovative finance, impact investing, venture development, accelerators, SMEs/startups, and related topics b. Support in reviewing and documenting all project documents, including presentations, report, concept notes, pitch decks, terms of references, etc. c. Implement project SOP in line with the government and UNDP’s regulations d. Draft correspondence on periodic reports, briefing notes, talking points, and press releases 2) Provides administrative support to the unit focusing on achievement of the following results a. Support in organizing meetings/workshops/training, including preparation of meeting documents (e.g. TORs, draft invitation letters and agendas, reports, policy briefs, summaries, presentations, as well as meeting notes with follow-up actions) b. Provide support in maintaining project’s database, including stakeholders data- base, IVA alumni database, as well as project documents c. Effective implementation of operations policies for gender-sensitive approach at the project level 3) Effective support for partnerships, innovation, and communication to the implementation of resource mobilization a. Support in updating database from development partners private sector, civil society, and other stakeholders who are counterparts for the project and able to compile simple data for further analysis b. Support event planning and implementation hosted by the unit and in liaison with both UNDP internal and external stakeholders c. In coordination with UNDP’s Communication unit and other relevant counterpart communications department, support in the documentation of project activities as part of the ASSIST Joint Programme as well as the development of relevant/ necessary communication materials, as a tool to effectively communicate results, deepen stakeholder/ public knowledge and buy-in to the project, and re- source mobilization for the project. d. Effective administrative support for data collection for gender analysis and gender mainstreaming at project level. 4) Support knowledge building and knowledge-sharing, focusing on achievement of the following results a. Participation in the trainings for the operations/projects staff b. Contributions to knowledge networks and communities of practice c. Ensure active participation for learning and knowledge sharing in gender analysis and gender mainstreaming. d. Support in developing as well as updating recent knowledge products, particularly those in relation to the ASSIST Joint Programme 5) Support to the effective reporting on progress of project implementation a. Support in preparing annual workplan and project report to donors annually, in line with the monitoring and reporting guidelines and presents it to the project assurance team on a timely manner; b. Support in providing information/inputs on progress of project activities to key stakeholders (if necessary), in form of decks, info brief, presentation materials, etc
